    MINUTES OF THE BOARD OF DIRECTORS’ MEETING August 6, 2020 A meeting of the Board of Directors was held virtually on August 6, 2020 at 7:00 pm, with all members present except Mr. Doiron who had to step in and out of the meeting. Public Inputs… Minutes were tabled at this point There were 27 in the audience. Public Input: 21 comments were read to the Board. . The Superintendent reviewed with the board the education plan for the coming year in terms of the hybrid program and a full remote program. The presentation was reviewed and can be seen in the link. The board was very concerned about the initial start of the school year and was able to make a decision to accept the plans as presented however they were unable at this point to definitively say how the year would begin. The board discussed briefly the start of school and what the school calendar would look like if we delayed opening for another week, starting on September 8th rather than September 1st. The board wanted to talk more about the decision to either start in a hybrid mode or a full remote mode and decided to further the conversation on August 17th with a full board meeting. Mr. Doiron made the motion and it was seconded by Ms. Potter to approve the hybrid and remote plans as presented by The Superintendent for the 20/21 school year.     MINUTES OF THE BOARD OF DIRECTORS’ MEETING October 1, 2020 A meeting of the Board of Directors was held virtually and in person at Noble High School on October 1, 2020 at 6:30 pm, with all members present except Mr. Doiron. Virtually present: Ms. Manly, Ms. Schaeffer, Ms. Hopper and Ms. Hagenbuch. Public Input Questions and responses are here. Ms. Potter made the motion and it was seconded by Ms. Corliss to accept the minutes of September 3, 2020. All members voted in favor and the motion passed. Ms. Corliss made the motion and it was seconded by Ms. Potter to accept the donations as listed: Mick Bodyworks & Truck Repair $500 to the Noble Community Lunch Program. Raymond Pellietier Jr Inc All members voted in favor and the motion passed. The Superintendent provided an update on some of the school construction projects through the SRRF program. Asbestos abatement work was completed on the Noble Middle School over the summer. The sprinkling of the Hussey School, Hanson School and the North Berwick Elementary School is in a place of going out to bid so that if we happen to need to go into the remote mode district wide, we will be able to do some work ahead of the summer timeline. Denise VanCampen, district business manager, gave an update to the school board. The Superintendent shared the resignation of Ms. Eva Hamel. Ms. Austin noted that Ms Hamel has been an asset to the Central Office and she will be missed. The Superintendent shared with the board that we had several teacher new hires. Sara Millett for our remote social studies at the Noble Middle School academy. Ms. Potter made the motion and it was seconded by Ms. Corliss to approve the nomination of Ms. Millett as the remote social studies teacher at NMS. All members voted in favor and the motion passed. The Superintendent that shared an update regarding absenteeism for staff and students. Remote academy update… grades K-5 has 299 students enrolled, grades 6/7 has 99 students and grades 8-12 has 247 students. Two teachers per grade level K, 1, 3, and 4th. Three teachers at grades 2 and 5. Ms. Shannon Swiger has overseen the remote academy in grades K-5. We have been working on professional development for those remote teachers. Focus has been on literacy and numeracy. Additional social emotional lessons in the coming weeks. We will also add in other opportunities for other specialist activities as we go forward. A remote survey was sent out to parents, of which 176 K-5 parents participated. The responses were overwhelmingly positive. Ms. Hagenbuch asked about masking on buses and bus monitors are still needed throughout the district. Ms. Neubert asked for an update at the next board meeting regarding the specialist plans for each of the buildings and consistency across the district.     Date 10/17/2020 Dear Staff, Students, and Families, During these difficult times where we are seeing the impact of Covid-19 in our communities, we understand the worry and concerns that present themselves. We want to let you know that our staff and students continue to do a tremendous job following the health and safety guidelines. We also are working diligently to provide information to our community as quickly as possible. With that, we also need to provide the appropriate information that is given from the CDC in a rather formal way when we have a positive case. This letter is to share that there has been an individual associated with the Vivian E. Hussey School who has recently been identified with positive Coronavirus Disease 2019 (COVID-19) case. There is a possibility that other staff or students came in contact with this individual and therefore may be exposed to the virus. We are informing you out of an abundance of caution. Please monitor yourself/your student for signs and symptoms. Call a health care provider if symptoms start. It is important that you call a health care facility before you show up in person. And please, stay home if you are sick. School representatives have contacted those directly who have been identified as a close contact of someone who has tested positive. The CDC will also be contacting these families as well as any others who may be identified as close contacts as contact tracing begins. Close contacts will be asked to quarantine for 14 days from last exposure to the positive individual. A negative test result does not release an individual from quarantine. COVID-19 is a respiratory illness that ranges from mild to severe. It can be more severe in adults 60 years and older and in those with underlying conditions. The virus mainly spreads when an infected person coughs or sneezes and an uninfected person breathes in the virus. Signs and symptoms include: • fever or chills • new loss of taste or smell • cough • sore throat • shortness of breath or difficulty breathing • congestion or runny nose • fatigue • nausea or vomiting • muscle or body aches • diarrhea • headache Please keep in mind that many things can cause respiratory illness, so students and staff should be up-to-date on influenza and routine vaccinations. Maine CDC recommends preventive measures to prevent the spread of COVID-19. These measures include proper handwashing with soap and warm water, which is especially important after using the bathroom, before eating, and after blowing your nose, coughing, or sneezing. When soap and water are not available, use an alcohol-based hand sanitizer with at least 60 percent alcohol. Avoid touching your eyes, nose, and mouth with unwashed hands and avoid close contact with people who are sick. Cover your cough or sneeze into a tissue, then throw the tissue in the trash. Clean and disinfect frequently touched objects and surfaces using a regular household cleaning spray or wipe. For general COVID-19 questions, dial 211 (or 1-866-811-5695). You can also text your ZIP code to 898-211 or email info@211maine.org. Call a health care provider for questions about your symptoms.     October 16, 2020 Dear Noble Community, Last Friday, Governor Mills’ Administration, along with the Department of Education, updated County colors across the entire state. At that time, York County remained designated as Yellow Status due to the number of identified COVID 19 cases across the towns in the County. Today, Governor Mills’ Administration released an update for York County and three other counties across the state. York County is designated as Green. This color designation shift from Yellow to Green does not impact the hybrid school model we are following right now, but it does have an impact on Noble High School Athletics. When a County is designated as Green, school athletics may occur in a very modified fashion following Health and Safety Guidelines established by the Maine Principals Association and “approved” by the Maine CDC and DOE. Our Athletic Director, Aaron Watson; Assistant Athletic Director, Aaron Moore; or our fall sport-specific coaches will be providing additional information over the next few days but we wanted to provide this timely update today. Please also be aware that although York County is currently designated as Green, we will continue to be evaluated routinely (next Friday is another color designation). Opening Day Enrollment Numbers: The Superintendent shared the following data regarding opening day enrollments: VEH- 268 in person learners and 89 remote learners with an attendance rate of 97%. ELKS- 139 in person learners and 37 remote learners with an attendance rate of 94%. NBES- 222 in person learners and 52 remote learners with an attendance rate of 97%. Hanson-203 in person learners and 53 remote learners with an attendance rate of 95%. LES- 137 in person learners and 28 remote learners with an attendance rate of 96%. NHS- 1200 learners with an attendance rate of 96% NMS- 491 learners with an attendance rate of 95%. Total enrollment for MSAD #60 is 3014 students. Staff attendance was 98.5%. Absences were primarily due to maternity leave, surgery and jury duty. Aaron Watson, Athletic Director, shared with the board an update regarding the athletics at this time. Due to the fact that the county is yellow, there are no options for in person sports however our coaches are working with their athletes virtually. No Middle School Athletics due to the league cancelling the season. Health and safety in our buildings is the primary concern. The middle school will hopefully have an opportunity to have an intramural sports program that may be developed. Emergency action plans have been updated for all of our fields and facilities. Alex Fusco, our athletic trainer, headed up the revision of those plans. MPA has determined that Football and Volleyball are not able to be safely played at this time. There are other programs that can be played if the county returns to a designated green. Mr. Watson shared his enthusiasm for his job and for the role of athletics in the student’s lives. The Superintendent shared with the board that we had several teacher new hires. Kristina Zarrilli- NHS Guidance, Amanda MacDougall- Noble 4/5 Guidance, Tina Demers- Speech and Language Stephanie Ciccanesi- Hussey Literacy Coach. Ms. Potter made the motion and it was seconded by Ms. Neubert to approve the nominations of Ms. Zarrilli, Ms. MacDouall, Ms. Demers and Ms. Ciccanesi. All members voted in favor and the motion passed. Mr. Doiron asked about the facilities and finance committees as well as the construction committee. We will provide an update at the next meeting.     September 30, 2020 Dear MSAD #60 Community; This is being sent to inform you that we have an individual associated with Noble Middle School (grades 6 and 7) who has tested positive for COVID-19. This person was not present in school during a time when they would have been considered infectious per the criteria from the Maine CDC. Out of an abundance of caution, we are notifying our community that we had this case. Please continue to monitor your child for any signs or symptoms of COVID-19. Virtually present: 18 Mr. Doiron made the motion and it was seconded by Ms. Potter to go into executive session for contract negotiations pursuant to1 MRSA §405(6)(D) Labor Contract Negotiations- Teacher Union. All members voted in favor and the motion passed. In at 6:35 out at 6:45 Mr. Doiron made the motion and it was seconded by Ms. Potter to go into executive session for contract negotiations pursuant to 1 MRSA §405(6)(D) Labor Contract Negotiations- Support Staff . All members voted in favor and the motion passed. Educational Programming: Review Start of School for Fall 2020 82% of families have signed up for the hybrid plan. We have toured the district and are really in good shape to get things going next week with the orientation period. Transportation update. Almost all of our buses are at capacity. We are continually working to provide the appropriate social distancing on the buses. We are working to be sure that we meet all safety precautions as we also try to meet the needs of our community. A draft of standard operating procedures in case we do have a positive case of Covid-19 was shared with the board. There are several steps within the process and the CDC will be our direct contact and supports. The Superintendent shared with the board that our building nurses are being fitted with the N95 masks through the Berwick Fire Department. We have a protocol that we will follow. The Superintendent shared with the board the Protective Personal Equipment (PPE) that every staff member received. It included a full package of masks, face shields, hand sanitizer, disinfectant wipes and a treat. The staff was very appreciative of the gesture. Donation by Lucas Monroe… 1447 masks! He is working to gather enough masks for every single student in the district. We have distributed those that he has provided throughout the schools. The Superintendent also shared an update regarding the athletics at this point. Athletics protocols were discussed. Mr. Watson, Athletic Director, shared the work that he and his coaches have been doing over the summer to prepare for the potential return to play. Live Streaming will also be available. Anticipated that Wednesday, September 9th will bring a memo from the Maine Principals Association. Health and safety in our buildings is the primary concern Mr. Doiron made the motion and it was seconded by Ms. Potter to authorize the School Revolving Renovation Fund . All members voted in favor and the motion passed. The Superintendent shared with the board that we had several teacher new hires. This is not an elimination of the taxes, it is a deferral that will need to be repaid. Educational Programming: Review Start of School for Fall 2020 Ms. Schaeffer shared her concerns regarding opening in person (in a hybrid fashion) vs. remote. She also shared her concerns regarding the ability to get tested and how difficult that is. There is a concern that we might not be able to get buy in from all of our families for the protocols. She shared her concerns regarding the hybrid plan and not wanting our district to be a guinea pig. She asked that we allow the district to start in remote and then determine if we can go into the hybrid mode in the future. There was considerable conversation regarding whether or not to go remote on September 8th or start with the hybrid model. Many board members felt that it was important to go forward in a hybrid fashion in order to allow students to attend in person as much as possible. It was clear that all members of the board had given this considerable thought and that there was much emotion regarding both sides of the circumstances that our school system finds itself in. All members were respectful of each other's opinions and thoughts. Mr. Doiron made the motion and it was seconded by Ms. Potter that we move forward with the hybrid plan beginning September 8th with orientation and the full blown hybrid beginning on September 14th. All members voted in favor except Ms. Schaeffer and Ms. Hopper, who opposed and the motion passed 6-2. Linda Corliss made the motion and was seconded by Nancy Neubert to accept the Minutes of July 16, 2020 as amended. All members voted and the motion was passed. Ms Beauvias spoke about the 3 tiered system being proposed for the 2020-21 school year. On July 17th Governor Mills issued guidelines to School Districts for reopening schools in the fall. The guidelines are based on a three tiered color coded system to designate Covid-19 risk by County in the State of Maine. RED: Categorization as “red” suggests that the county has a high risk of COVID-19 spread and that in-person instruction is not advisable. YELLOW: Categorization as “yellow” suggests that the county has an elevated risk of COVID-19 spread and that schools may consider hybrid instructional models as a way to reduce the number of people in schools and classrooms at any one time. GREEN: Categorization as “green” suggests that the county has a relatively low risk of COVID-19 spread and that schools may consider in-person instruction, as long as they are able to implement the required health and safety measures. Schools in a “green” county may need to use hybrid instruction models if there is insufficient capacity or other factors (facilities, staffing, geography/transportation, etc.) that may impact full implementation of the health and safety requirements. Ms Beauvais presented examples of remote schedules, hybrid schedules, considerations and challenges that are under consideration. Complete presentation may be seen here. Public Input After much discussion, the Board spoke about when they would be able to vote on an opening plan. The Board asked Ms Beauvias that if a remote meeting were to be called on Thursday, would this give the Administration enough time to to “tweak” the plan? This will give the Board time to think about the plan. Next Board meeting will be Thursday- remote at 7pm. Ms Mallett suggested that the proposed change to the 2020-2021 School Calendar be tabled until the next meeting. Ms Neubert made the motion and Mr Coiron seconded the motion. All members voted and the motion was passed. Ms Beauvias notified the new hire of Shea Kimball, Girls Varsity Basketball. Additionally Ms Beauvais notified the Board that Kristen Bennett Hanson (.5) Guidance is requesting a one year leave of absence.     September 4, 2020 Dear Noble Families; This notice is written to relay a quick update. Earlier this afternoon, Governor Mills’ administration designated York County as Yellow status. This is a change from the Green status we previously fell under for the past few weeks. While we are not the Maine CDC or DHHS, this shift in color designation is not surprising due to some recent reports coming out of the county. While our Fall School Task Force and the Administrative Team were working on developing our Red, Yellow, and Green Plans, for the 2020-20201 school year, and following all the Health and Safety Guidelines, our Hybrid Plan was developed clearly to address the times York County designation would shift from Green to Yellow. We are good to go! The week of September 8th is scheduled as Orientation for kindergarten through twelfth grade students. Orientation is planned and developmentally appropriate to each grade level. We are looking forward to welcoming all of our students back to school. Not only will orientation be a great time to see our students faces (whether that be in-person on a school campus or “live” on Google Meets) but it will also be a time to review the Health and Safety requirements of wearing a face mask/covering, practices social distancing, and hand washing hygiene. We have heard from a lot of families that students are excited to start the school year, see school staff, and friends. We are looking forward to that as well. ESEA overview for 2020/2021 Title IA: total funds: ($492,505.46 plus Title IV funds ($55,365,91) total: $547,871.37 (Lebanon) $270,196.19 ( Berwick) $270,196.18 $2,000 homeless $5,479 Parental Involvement (1% of initial award) Title IA Funding: Lebanon and Berwick, $547,871.37 At risk students will be identified in grades K-5. Support will be provided to those students that have been identified through a series of assessments to help them attain adequate progress in classroom assessments and on screening assessments (DIBELS, Early Numeracy, STAR). Title 1A money will be used to pay salary and benefits of Title 1A teachers and educational technicians. Educational technicians and/or teachers will work with the students individually or in small groups., doing skill activities to review the skills in need of more instruction as determined through district and classroom assessments. Staff will sometimes reteach skills that are not secure or do activities that focus on skills that are determined to be weak Other Title 1 students will be placed in groups that will use a particular program such as: Targeted Reading or Math, Great Leaps Reading or Math, Compass Learning, Leveled Literacy Intervention, Fundations, FAME, LiPS, Keymath. Individual skills will be assessed to determine whether or not adequate progress has been made. Student success will be measured with regular classroom assessments: Eureka Math unit assessments, running records, informal assessments and DIBELS, Early Numeracy, and STAR. 40% of all identified students will successfully meet this standard. A whole school approach will be taken in Lebanon and a targeted needs approach will continue in Berwick. Parental Involvement Activities: $5479.00 Activities to encourage parental support, understanding and participation with the school and with the students identified as requiring services in both Lebanon and Berwick. Mandated Homeless Set aside: $2000.00 This funding covers the coordination of our homeless students, securing transportation, providing books and materials and support supplies as necessary. We provide supplies and materials to students and families as needed. We coordinate all transportation with the appropriate school districts and track and maintain homeless data for the district and state. Title IIA… Professional Development for Staff and Administration: $100,936.39 STAR $7200 Ongoing professional development will be provided by a trained staff member in MSAD 60 who will have access to all STAR information, will set up individual and group trainings and provide support in utilization of the STAR testing scores for classroom teachers. All teachers who participate in the individual and group training will increase their understanding and use of the STAR testing scores. Literacy Coach- $92,200 (includes benefits) Literacy coach will maintain records to identify staff who have had direct instruction in the areas of literacy strategies and she will maintain notes on follow up classroom visits. In 80% of the cases, the literacy coach will be able to observe strategies that were taught and see them being incorporated in the classroom settings. Professional Development Literacy Course taught in Lebanon… $1536.39 Literacy Coach in Lebanon will provide a mandatory literacy course to all new staff to enhance their skills in the classroom. Follow up observations and dialogue will allow new teachers to increase their literacy skill level in a timely and precise manner. The Lit coach will provide direct instruction to the staff as well as modeling. Title V (Formerly Title VI), Rural Funds $18,993.11 Title V funds will be used to partially pay for Erin Dickson as the part time Health Coordinator for our district. Our district health coordinator focuses on curriculum in the area of health and wellness for both students and staff. This person is responsible for the oversight of the health curriculum in the district, the implementation of staff wellness programming as well as increasing student awareness and education in the specific area of substance use and abuse (tobacco, alcohol, and drugs). The coordinator makes connections with outside agencies to provide appropriate staff development and also programming for students. She is also taking a very active role in our implementation of the Building Assets and Reducing Risks (BARR) program at the middle and high school. The increased support provides opportunities for at risk students to improve their academic performance and meet curriculum standards as barriers to learning are reduced. Total Funds to be expended: $667,800.87 Ms Schaeffer made the motion and it was seconded by Ms. Corliss to accept the ESEA application that was presented by the assistant superintendent. Mike Roberts, principal of NMS, pointed out that this is the last meeting for our current Superintendent Steve Connolly. He shared a homemade sign and good humor and a huge thank you for his time and energy. Ms. Brenda Gagne also shared her thank you and show of support for Mr. Connolly and thanked him for the huge support for Adult Education for the year. Ms. Manley entered the meeting at 7:11 pm. The minutes of June 4, 2020 were reviewed. Ms. Beal made the motion and it was seconded by Ms. Potter to accept the minutes of June 4, 2020. He gave an overview of the day and the incredibly positive experience that it was. He sent a nod to Ms. Ali Kearney, assistant principal at Noble High School and Cynthia Plaistead, Senior Class advisor, put in incredible hours to put this together along with all of the admin at NHS and many teachers. Very well orchestrated and received. Parents and students were very supportive and positive as well. Ms. Mallett entered the meeting at 7:25 pm. The Superintendent then discussed with the board a small change to the calendar where we needed to add an additional day to the calendar due to a miscount. The last student day would be the 15th of June and the last teacher day would be June 16th. The Superintendent shared an overview of the remote Budget Hearing on June 23, 2020. There were 30 people in attendance. This was just an opportunity to ask questions. July 14th will be the actual referendum vote. There was discussion regarding the planning committee for fall of 2020-21 school year. Ms. Audra Beauvias shared the nomination of Ms. Tina Harding for the Assistant Principal for the Hussey School. Ms. Beal made the motion and it was seconded by Ms. Neubert to approve the nomination of Ms. Tina Harding. All members voted in favor and the motion passed. Ms. Audra Beauvias shared the nomination of Mr. Marc Bisson for the Assistant Principal/Literacy Coach for the North Berwick Elementary School. Ms. Mallett asked about what the format will actually look like. That will be determined in the near future. Darcy Goulet, PE teacher at Noble High School Sabbatical Presentation. She revisited her proposal and how she has spent the last year working on District wide standards. Ms Goulet will meet with Shannon Swiger to talk about the curriculum. Ms. Austin told the Board that Laura Cashell, Tri Town Book Mobile Director, received a Diverse Book Finder Grant for $300. Ms Mallett suggested that Ms Cashell work with North Berwick community member Christine Dudley. Ms. Austin asked for approval for the superintendent to hire all staff except the administrators for summer from June 5th - August 30th. Ms Potter made the motion to approve and it was seconded by Ms Beal. All members voted and the motion was passed. 6-0. Ms. Beauvais made the nomination of Melissa Roberts for Hussey School Principal.     August 20, 2020 Dear Noble Families; This is sent to provide the most current update from MSAD #60. It summarizes current information on our school opening followed by the latest health related guidelines including symptom screening and illness in school. The Board of Directors, at their August 17th meeting, approved school to begin on September 8, 2020 with our hybrid model. It is very important to state that should health and safety conditions change, either from State guidelines or local indicators, we will be prepared to implement “full remote learning” for all kindergarten through grade twelve students. This change would be necessary in order to mitigate the impact if community health metrics indicate a high level of risk. We strongly suggest that all families prepare a “back up” plan should it become necessary for us to have to move quickly to a remote learning option. School will begin the week of September 8th with specific days dedicated to various Student Orientations for kindergarten through grade nine students. Tenth through twelfth grade students will participate in remote orientation. As a District, we felt it was important to transition students back to “in person” instruction slowly. Those students moving to new locations or at transitional grades will be able to become familiar with their new setting and surroundings. Specific detailed information from your child’s school regarding orientations will be forthcoming but for planning here is the schedule for the “in-person” orientation: September 8th- District Kindergarten by appointment, Grade 5 Lebanon students, All Grade 6. September 9th- District Kindergarten, All Grade 7. September 10th- All Grade 1, All Grade 3, Grade 5 Berwick students, All Grade 8. September 11th- All Grade 2, All Grade 4, Grade 5 No. Berwick students, All Grade 9. September 14th- Hybrid Schedule Implementation. . If you registered your child for the Noble Remote Academy option of learning you will be receiving specific grade level information separately from this correspondence. The Noble Remote Academy model takes into account the best practices for each grade level band regarding screen time, direct instruction, practice, and independent work. The remote schedule for a first grade student will look different than that of a sixth grader, etc. as we follow those best practices. During the Public Input phase of the School Board meeting there were a few questions about how can parents/families help prepare students for school. You can help tremendously in the following areas: Face masks/coverings are required. Review the importance of this requirement in the school setting and on the bus. Have your child practice wearing a face mask/covering each and every day. Slowly increase the time your child is wearing the face mask/covering throughout the day. For older children please stress the importance of wearing the face mask and practicing social distancing. These two areas are so significant in allowing us to go forward in keeping our schools open and with additional in-person learning. Work on effective hand washing strategies and how to use hand sanitizer. Both of these will be reviewed in school, but practicing this at home will help establish good routines and efficiency. Please be aware that if you plan to travel, prior to your student’s first day, to locations other than the five states cleared by Governor Mills’ administration (NH, VT, CT, NY, NJ) there is a 14 day quarantine upon return.   • Family Update Letter

    July 31, 2020 Dear Noble Families, Earlier today, Governor Mills released updated guidance to assist school communities in making their decisions about how to resume instruction this fall in the face of COVID-19. This guidance includes a color coded Health Advisory System that classifies counties’ relative risk as well as updated requirements for schools to safely reopen. The Health Advisory System categorizations are defined as follows: RED: Categorization as “red” suggests that the county has a high risk of COVID-19 spread and that in-person instruction is not advisable. YELLOW: Categorization as “yellow” suggests that the county has an elevated risk of COVID-19 spread and that schools may consider hybrid instructional models as a way to reduce the number of people in schools and classrooms at any one time. GREEN: Categorization as “green” suggests that the county has a relatively low risk of COVID-19 spread and that schools may consider in-person instruction, as long as they are able to implement the required health and safety measures. Schools in a “green” county may need to use hybrid instruction models if there is insufficient capacity or other factors (facilities, staffing, geography/transportation, etc.) that may impact full implementation of the health and safety requirements. Governor Mills has categorized York County as Green. As stated above, schools in a “Green” county may need to use a hybrid model (a combination of in-person and remote) if there is insufficient capacity or other factors listed above. Within the next few days you will be receiving detailed information regarding the start of school in MSAD #60. Our Fall School Task Force and Administrative Team have been working since May with constantly changing information to create safe and viable plans. The models take into account all the Health and Safety Requirements and the most updated information from the State of Maine, Maine Department of Education, Health and Human Services, and The Center for Disease Control and Prevention. We very much understand the desire and necessity for families to have concrete information from MSAD #60 as soon as possible. It is our goal as a school administrative unit to safely bring as many students as possible back to school.     July 7, 2020 Dear NOBLE Families; I hope everyone has been able to enjoy the warmer weather and had opportunities to get outside each day. This is my first official communication since assuming the role of Superintendent of Schools July 1st. I wanted to provide a brief update from our district-wide Fall School Task Force. The Task Force has a wide range of representation from Kindergarten through Grade Twelve and includes not only administrators, teachers and building staff, but also Transportation, Food Service, Maintenance, Athletics, and Health Specialists. The Task Force has been working for weeks on different plans taking into account initial staff, family, and student surveys and in collaboration with regional and state leaders. At this time there are a few things we would like you to know: Over the next few days please expect to see a survey come out from the school district. That survey is a follow up from the survey many of you competed during remote learning. Your input is invaluable to the Task Force moving ahead so we thank you in advance for taking a few minutes to complete the survey. We will use your feedback to assist us as we build a safe model for our students and staff. Very soon, the Maine CDC and Maine Department of Education are expected to provide more guidelines and recommendations which will help us solidify the best action plan come September. Please note that we will work diligently once we have the latest recommendations. We are well aware of how important it is for everyone in the community to know what school will look like in the fall. Finally, there are many, many factors coming into play as we work to create a plan. Flexibility is going to be key because once we have identified the plan itself the work continues. This is a fluid situation and we will need to continue to monitor the latest information from the Maine CDC and Maine Department of Education and potentially adjust the plan should heath factors change.     June 30, 2020 Good day NOBLE Nation, As the last stretch of my superintendent leadership role comes to a close, I want to take the opportunity to express my gratitude to, appreciation for, and well wishes to each of you. The last eight years provided me with an educational home that exceeded my hopes when I joined the district in 2012. I found so many kind and friendly people, hard workers, and just plain good folks that I could not have imagined ending my career elsewhere. Over four decades in Maine Schools… I’ve learned during some of my experiences with some educational leaders how to lead. My mentor Alan Hawkins, who recently passed away, is certainly the number one person I wish to thank. Alan was all about relationship building, as he knew everything else would fall into place. I also learned from some of my past experiences how not to lead, and those lessons were equally as valuable. When I first considered administration 25 years ago, I had guidelines I promised myself I would follow: Greet everyone you pass by, and treat everyone with respect and dignity. Show people you genuinely care about them. Be willing to do the hard things. Afterall, anyone can do the easy things. Exemplify a strong work ethic, one aimed at continuous improvement. Remember… It’s about the kids, stupid! (Referring to myself) COVID-19 has thrown a significant obstacle into all of our paths. None of us wanted the school year to end as it did, and I never could have imagined this would be how my career would end. Please remember, if you have a lemon, make a lemonade! (Carnegie) As I listen to regional superintendent stories about the last twelve weeks, I am proud to have been in NOBLE where things seemed to go a little bit better for most people.     June 25, 2020 Good day NOBLE Nation, It is our hope that this letter finds you well. We share this message to provide you with up-to-date information regarding district summer athletics plans. York County Superintendents recently agreed that there will be no face-to-face athletic work with students, including skills training no earlier than at least Monday, August 3rd. This also includes non-athletic student activities. It is also important to note that this date is subject to change. A few other important notes: (1) We will not be alone in this decision; other counties are close to making the same determinations. (2) It is possible you will see the Maine Principals’ Association release guidelines for a July 6th start date for face-to-face, non-sport specific physical conditioning. The guidelines restricting face-to-face activities no earlier than at least Monday, August 3rd by the York County Superintendents supersedes the MPA guidelines. (3) While we cannot meet face-to-face, coaches from ANY season are allowed to communicate with students virtually. Coaches can send workouts to students; however, they cannot encourage or require students to do any activities together, rather, only activities that can be conducted individually or with family members. (4) Prior to August 3, organized practices are not allowed for district athletics or activities. Non-school clubs will also follow the current restrictions concerning organized activities, if those activities are scheduled to occur on school grounds. We understand that you are all eager to get started. We are confident coaches are working hard to provide you with the best guidance during this difficult situation. Ultimately, it’s up to each individual student-athlete to do his /her part. Encourage each other, check-up on your teammates, make sure they are working hard but also that they are doing well; it’s important that we take care of each other during this time. Fundamentally, however, the primary reason is that the EPS formula does not fully recognize all of the costs necessary to maintain school programs and services. State Mandated Explanation: The additional local funds are those locally raised funds over and above the District’s local contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act and local amounts raised for the annual payment on non-state funded debt service that will help achieve the District budget for educational programs. Zero Interest/Loan Forgiveness Program:  The Maine Department of Education has awarded the District a total approved loan of $1,803,265 for the Project through the State’s zero interest rate/loan forgiveness School Revolving Renovation Fund Program. B. Loan Principal Forgiveness:  Under this loan program, the Maine Municipal Bond Bank will give the District loan forgiveness of 59.31% of the loan principal. The District’s forgiven loan amount will be up to $1,069,516. C.    Interest Free Loan.  Under this loan program, the District will be obligated to repay only 40.69% (up to $733,749) of the District’s total approved loan amount. Repayment to occur over ten (10) years. The loan interest rate will be zero percent (0.00 %). School Board Recommends a “Yes” Vote.

    MINUTES OF THE BOARD OF DIRECTORS’ MEETING May 21, 2020 A meeting of the Board of Directors was held virtually on May 21 2020 at 7:00 pm, with all members present except Ms. Hopper. There were 7 people in the audience. Ms. Mallett, Berwick Board Member shared the explanatory statements regarding public input. Public Input: None at this time The minutes of May 7, 2020 were reviewed. Ms. Beal made the motion and it was seconded by Ms. Neubert to accept the minutes of May 7, 2020 as amended. All members voted in favor and the motion passed. No student report today. The Superintendent shared with the board that the teachers union had approved the contract presented for the 20/21 school year. Mr. Doiron made the motion and it was seconded by Ms. Neubert to approve the teacher contract as presented. All members voted in favor and the motion passed. Noble Strong t-shirts update. To date we have received funding for 1398 t-shirts. Local business, Bubba Frye’s also made a $500 donation and ordered t-shrits for all of his staff. mr.Neubert made the motion and it was seconded by Mr. Doiron to gratefully accept the $500 donation. All members voted in favor and the motion passed. The Superintendent then shared with the board an update from the FDA. If you are a district of 50% or above free and reduced we could continue to offer feedings. We are not at that rate so currently our students will need to access the program in neighboring districts (Sanford) where it can be offered. We are still waiting to hear from the federal gov’t to see if we can have a waiver to provide the feedings here in district. The superintendent shared with the board the Financial Summary for April 2020. The Superintendent discussed with the board the annual request to authorize the Superintendent to shift 5% between cost centers. This allows flexibility with funding within a small percentage and provides the ability to take care of small fluctuations within cost centers. Mr. Doiron made the motion and it was seconded by Ms. Corliss to authorize the superintendent to shift 5% between cost centers as necessary. All members voted in favor and the motion passed. The Superintendent presented the Assistant Superintendent Contract to the board. Ms. Beal made the motion and it was seconded by Mr. Doiron to approve the contract as presented. The board held a brief general discussion about the decision to only pay a portion of the pay for spring head coaches due to the pandemic. Other: The Superintendent shared with the board that we are having some difficulty with field use by the public and that we are unfortunately having to ask folks to leave when they are congregating in larger than is acceptable groups. We are still allowing and encouraging individuals and small groups to use the track etc. for non group activities. But team sports and activities are still not allowable under the current state guidelines. It’s unfortunate that we are in a position of policing the property, but we do feel an obligation to be sure that we are maintaining, as much as possible, state guidelines. One more note of thanks and appreciation to all of our staff for being flexible, supportive and encouraging as we navigate these very difficult times. Students and parents as well have been incredible. We appreciate the ongoing support and willingness to flex with the system as we work through these very strange times. Students’ last day is May 29th and teachers last day is June 17th. Our seniors will participate in their graduation ceremony on June 12th.     MINUTES OF THE BOARD OF DIRECTORS’ MEETING May 7, 2020 A meeting of the Board of Directors was held virtually on May 7, 2020 at 7:00 pm, with all members present. There were 20 people in the audience. Ms. Mallett, Berwick Board Member shared the explanatory statements regarding public input. Public Input: None at this time Ms. Beal made the motion to accept the minutes of the minutes of April 9 and April 16, 2020 and it was seconded by Ms. Potter. The students, Sam Grant and Caitlin McCabe discussed their update where they had met with the central office and high school administrators to discuss potential graduation scenarios. Noble Strong t-shirts update. To date we have received funding for 1031 t-shirts, which raises $5949 to help continue to keep feeding students in need in our district. Those were sold in four days last week. There have been more orders since that time. The Noble Middle School student council represented by Anna Lewis and Ms. Leon raised funds around Thanksgiving and they’d like to donate $1000 specifically to the nutrition program to support the food service program. Ms. Abbey Pelletier, food service director gave huge thanks for the support. Attendance update. NBES 90%, Hussey 90-92%, ELKS 95-96%, LEB 90-93%, MS 90-92%, NHS 90% and 100% at MHA. Attendance rates are close to our normal attendance rates. The Superintendent then shared with the board the financial summary through March 2020. He gave an overview and a brief thought process regarding potential curtailments in 2020-21. Ms Beal then made the motion and it was seconded by Ms Neubert to call the warrants: VOTE TO CALL AND APPROVE THE WARRANTS FOR THE BUDGET MEETING AND THE VALIDATION REFERENDUM AND TO AUTHORIZE THE NOTICE OF AMOUNTS ADOPTED VOTED: That the warrant for the Maine School Administrative District No. 60 (the “District”) Budget Meeting presented to the meeting be approved and that a District budget meeting be called for June 23, 2020 for the purpose of voting on the annual budget for the District for the 2020-21 fiscal year; That the Warrant and Notice of Election for the District Budget Validation Referendum presented to the meeting be approved, and that a District budget validation referendum be called for June 23, 2020 for the purpose of approving the budget adopted at the District budget meeting for the 2020-21 fiscal year; and That the form of Notice of Amounts Adopted at Budget Meeting presented to this meeting be approved, and that the superintendent of Schools of the district be authorized and directed to complete said Notice in accordance with the District budget meeting on July 14, 2020, and to cause copies of said Notice, as completed, to be delivered to the municipal clerks of each municipality of the District for posting at the polling places for the July 14, 2020 District budget validation referendum. The board then held second readings of the following policies: EDC(nr)- USE OF DISTRICT VEHICLES AND EQUIPMENT EHB(nr)-SCHOOL RECORD RETENTION EHB-R(nr)-SCHOOL RECORD RETENTION PROCEDURES AND SCHEDULES JJIBC (nr)- RELATIONS WITH BOOSTER CLUBS Ms. Potter made the motion and it was seconded by Ms. Beal to approve the policies and changes as presented and to delete Policy EHB and EHB-R. The assistant superintendent shared with the board the names of Ms. Mary Fitzgerald and Ms. Nicole Winship as co-assistant special education directors. Ms. Beal made the motion and it was seconded by Ms. Corliss to approve the hiring of Ms. Mary Fitzgerald and Ms. Nicole Winship as co-assistant special education directors for the district. The Superintendent shared that Ms. Eileen Sahaigian will be expanding her position from 2 days to 4 days for the 2020-21 school year. The Superintendent shared that Ms. Laura Cashell will be taking on the .4 PR position that is in the 2020-21 school budget. The Superintendent shared the retirements of Ms. Kathy Sloat and Ms. Candice Ryan. The board wishes to pass along their thanks to both staff members for their years of dedicated service. The Superintendent shared a letter of retirement from Mr. Paul Slovenski, Assistant Athletic Director. Ms. Beal made the motion and it was seconded by Ms. Corliss to accept the letter of resignation. All members voted in favor and the motion passed. The Board wishes Mr. Slovenski well in his next endeavors.     MINUTES OF THE BOARD OF DIRECTORS’ MEETING April 16, 2020 A meeting of the Board of Directors was held virtually on April 16, 2020 at 7:00 pm, with all members present Except Ms. Beal, Ms. Mallett and Ms. Manley. There were 20 people in the audience. Mr. Doiron, Berwick Board Member shared the explanatory statements regarding public input. Public Input: None at this time Ms. Beal entered the meeting at 7:09 pm. The minutes of April 9 were tabled until the May meeting. The students, Sam Grant and Caitlin McCabe discussed varying opinions on the remote learning. They shared equally that motivation seems to be the most difficult piece regarding remote learning. There seems to be more students that are resigned to the fact that things are just the way they are and had to accept and try and get it done. There are those students who really are struggling without the typical classroom instruction. The Superintendent shared with the board, students and public the work that we’ve been doing to try and support those who are struggling. The Superintendent then shared with the board the updated budget timeline. June 23rd is the new proposed date for the public budget meeting. July 14th looks like the potential date for the referendum vote. The Board then discussed briefly with the board the interview process Ms Beauvais shared her appreciation with the board and with the current administrative team Ms. Alison Kearney, assistant principal at Noble High School and Mr. Joe Findlay, principal of Noble High School, shared with the board a proposal for graduation requirements for just the seniors of the class of 2020. Ms. Beal made the motion and it was seconded by Ms. Hopper to default back to the state graduation standards for this senior class only due to the unprecedented situation that we are facing. All members present voted in favor and the motion passed. Ms. Kearney then shared with the board the rationale for the NHS remote learning practices for this very difficult time frame. Mr. Doiron made the motion and it was seconded by Ms. Beal to accept the pass/incomplete proposal for this second semester of the school year due to the pandemic. All members voted in favor and the motion passed. The Superintendent shared with the board that Ms. Rebecca Good, physical education teacher at NMS, has determined that she’d rather not retire at this time and has presented a letter rescinding the retirement letter. Ms. Beal made the motion and Mr. Doiroin seconded the acceptance of the rescindment of the retirement letter. All members voted in favor and the motion passed. The superintendent then shared the letter of retirement from Ms. Nancy Wall, special education teacher at NBES. Mr. Doiron made the motion and it was seconded by Ms. Beal to accept the retirement of Ms. Nancy Wall. All members voted in favor and the motion passed. The Superintendent shared a letter of resignation from Ms. Jayme Jones, assistant principal at NHS. Ms. Beal made the motion and it was seconded by Ms. Neubert to accept the letter of resignation. All members voted in favor and the motion passed. The Assistant Superintendent shared that Ms. Christine Thyng reached out to let us know that she would not be returning from her leave of absence. Mr. Doiron made the motion and Ms. Neubert seconded to accept the letter of resignation of Ms. Christine Thyng with regret. All members voted in favor and the motion passed. Second Public Input: Ms. Shannon Rogers, Berwick Resident, asked about credit recovery for students who are still in need. Ms.Kearney shared Ms. Laura Costella, Berwick resident asked about spring sports and coaches being paid. She wanted to be sure that coaches are paid as they are working with students even though they are not able to have a spring season. The superintendent shared that the varsity spring coaches will receive 50% of their stipends, but the JV, and Middle School coaches will not be receiving their stipend as Mr. Doiron made the motion and it was seconded by Ms. Neubert to go into executive session for Employment of Employee, Section 4056 A.
