Tom Trenholm, attorney for Drummond and Woodsum and MSAD 60’s legal representation, presented on board roles and responsibilities. A meeting of the Board of Directors was held in person in North Berwick, Maine on July 18, 2023 at 7:30 p.m. with all members attending except Mr. Doiron. There were 10 in the audience The vice chair read the public input statement. Public Input: None at this time. The superintendent held the swearing in of the three new board members, Mr. Josh Tabor, NB, Ms. Peg Wheeler, B., and Ms. Jeridene Basko, L. Welcome to our new board members. Ms. Neubert nominated Ms. Elva Lovejoy as Chair of the Board for the 2023/2024 school year. Ms. Whalen seconded the nomination. All members voted in favor and the motion passed. Ms. Whalen nominated Ms. Neubert as Vice Chair of the Board for the 2023/2024 school year. Ms. Janousek seconded the nomination. All members voted in favor and the motion passed. Minutes: Ms. Janousek made the motion and it was seconded to accept the minutes of June 1st. ESEA Application The Assistant Superintendent shared with the board the goals and objectives of the Elementary and Secondary Education Act application. There is significant funding that comes through the state to support learners in need of intervention in the areas of math and literacy. We utilize the funds at our elementary level schools in both Lebanon and Berwick. Mr. Tabor asked several questions regarding the standards that are set and how to get more information regarding those standards. Ms. Peg Wheeler made the motion and it was seconded by Ms. Neubert to approve the ESEA application. All members voted in favor and the motion passed. Superintendent Update: The superintendent shared updates on summer programming that had begun on July 10th. Kindergarten Jumpstart, Boost, special education extended school year and credit recovery at the high school are all in full session with excellent attendance. The superintendent also shared updates on the HVAC work that was being done throughout the district as well as updates on the summer work that was specific to the Capital Improvement Plan. Other: Ms. Neubert asked about the excel meeting and how it went. The superintendent shared that we had a well attended meeting on July 17th. Parents had a chance to ask more questions regarding the programming going forward. Ms. Janousek also attended the meeting and shared that she felt information was positively received.   • School Nutrition Back to School Update

    August 23, 2023 Dear Families, A reminder that MSAD 60 will provide school lunch and breakfast at no charge, as per a bill passed by Maine lawmakers after pandemic-era federal funding for meals ended. The permanent law took effect in the 2022-2023 school year and will continue for future years. This applies to one meal per meal period per day and is only applicable to reimbursable meals. A meal must have the required components on the tray to be considered reimbursable. For breakfast, your child must have three items, one being fruit or juice. At lunch, your child must choose 3 out of the 5 components, one being a fruit or vegetable. If your child is interested in purchasing a single item, such as just milk, that does not qualify at no charge and must be purchased, as it is not paired with other components. We guide students through the cafeteria to encourage them to build a balanced meal. Important change for this school year: The School Nutrition Department will not require meal benefit applications for the next three years. We are not allowed to process any applications at this time. This will not impact your student's ability to receive a meal at no charge at school. This is hopefully a welcomed change, as it is one less form to fill out at the beginning of the school year. Menus: Menus can be found on the homepage of the district website. Our Facebook is also a great place to find up-to-date information and fun events that are happening in the cafeterias. We are always looking for substitutes in the school nutrition department. There were 36 in the audience Ms. Hagenbuch made the motion and it was seconded by Ms. Janousek to go into executive session for Executive Session 1 MRSA §405(6)(A)Evaluation of Employee. Public Input: Jessica Pearson of Berwick and Jeremy Kasten of Berwick shared input from 30 families. Anna Dupuis of Berwick shared her experiences with the NMS excel program and the positive impact that it has had on her life. Question? Why would you change something that is working? Ella Dupuis of Berwick shared her experiences with the excel program at the Knowlton School and the positive impact that it has had as well as the difficulty for her to be able to learn due to behavioral issues within the typical classroom setting. Emily Herrick of Berwick shared her experiences within the 7th grade excel program. She discussed the supports that have been provided through Ms. Bui, the excel teacher at Noble Middle School. She also expressed her concern regarding the humanity class for next year . A general consensus from the group was that the Excel Director position should be posted immediately. Ella Morgan of Berwick shared her experience within her first grade classroom and the negative impact of being asked to remain quiet and not allowed to answer questions, so that other students could answer them. It had a lasting impact on her. She also shared a letter from another Noble student, Bryce Collins: I learned a lot of things early that allowed me to get into the more advanced programs in the future. Teachers encouraged surpassing expectations instead of just meeting expectations. It influenced the way I felt about school and my future. Edie Mariscal, of Berwick, shared her brothers beliefs about what would happen if Excel was not available to him. She shared that the excel program made a difference in her brother’s life and he is much happier for it. Stephan Shaeffer of North Berwick, shared a letter from his daughter, Helena. Astrida Shaeffer of North Berwick, shared her beliefs regarding the special needs that our excel students require and that we should be expanding the Excel program rather than reducing it. Holly Dupuis, Berwick, shared her concerns. Kate Mariscal, of Berwick, shared the Noble Mission Statement, the power of the statement and how it is not actually being addressed with the cuts to the excel program. She expressed her belief that there needs to be an excel teacher in the classrooms. Harald Tuveson of North Berwick shared that excel can be very useful for kids who need more of a challenge and can’t get it within their own classroom. Brenda O’Connor of Lebanon shared with the board that she would like to thank the board and the district for the support that has been given to excel over the years and that she asks that we continue to do the right thing. Recognition of Lynn Manley and Denise Mallett: The Superintendent and board chair presented plaques to Lynn Manely, Denise Mallett and Stephanie Hagenbuch. Ms. Whalen also presented flowers and cards and thanked the for their service. Ms. Whalen also welcomed Josh Tabot of North Berwick and Jeri Basko of Lebanon as new board members who were present this evening in the audience. Minutes: June 1, 2023 Table’d for the evening. Adult Education Criminal History Records Check/ Fingerprinting: Currently, academic instructors in Noble Adult and Community Education, are required to be fingerprinted and follow the process through our human resource department. Once it was noted that all of our enrichment instructors were not fingerprinted we determined it to be important that all of our instructors who work under the MSAD 60 title, based on the state We understand the unique situation that many of our one time instructors or small business folks are in so we would like to support… We will reimburse our instructors for their fingerprinting after their class is complete. The funding will come out of the revenue that is created by the courses. The HR department will take care of the oversight of ensuring that the instructors are following through with fingerprinting. We may allow exceptions to the requirement of the fingerprinting being done in the state of Maine for those instructors who reside in NH. Those will be determined on a case by case basis. This situation doesn’t impact the rest of our staff who are required via the department of education to have their fingerprints and CHRC completed at their own cost as those are a more “typical” requirement. In order for staff to receive their certification documentation through the department of education, they must be fingerprinted at a specific approved site. We can absolutely make exceptions to support our individual enrichment instructors without setting a precedent for all staff. Assistant Superintendent Contract: Ms. Hagenbuch made the motion and it was seconded by Ms. Mallett to approve the employment contract of Assistant Superintendent Sue Austin. All members voted in favor and the motion passed. All members voted in favor and the motion passed. Superintendent Update: Graduation occurred on Friday June 9, 2023 and the evening went off really well. There are 13 ed. Tech positions still to be hired (title 1, special education, literacy and math). Share with all that MSAD 60 is hiring! The superintendent additionally welcomed the two new board members, Josh Tabor of North Berwick and Jeri Basko of Lebanon, as well as the new board member from Berwick, Peg Wheeler who will be joining us. Other: Ms. Mallett shared her thanks and respect to the board for their ongoing dialogue and support of each other on the board. She shared that there are often varying points of view but the board was always open to conversation and respectful discourse. The Superintendent noted that there will be a meeting on July 10th at 5 pm to discuss the Excel Programming and how it will be continue to provide services in the future. Ms. Janousek shared that there was a program question regarding food service and whether or not students might be able to access food for students who are not on campus for a school day. We will follow up on this. Ms. Janousek also asked about Positive Behavioral Interventions and Supports (PBIS) in our elementary schools and if she could potentially participate in a training. Public Input: Ella Morgan, of Berwick, shared a letter from Colin Macavoy, “I was really bored in the classroom and causing some problems and I wasn't learning much or enjoying school, but then I got placed in Excel and to this day it might be my favorite class I've ever been in. It allowed me to learn in an unconventional way, at my own pace, and to meet like minded friends within this really cool environment and without it, I don't think I would have liked school nearly as much. And there are still things I learned from Excel in elementary school that my friends in high school still don't know, and I think it's a great program and that it did a lot for me. Public Input: Mr. Mark Cahoon of North Berwick asked questions about the difference between 8% increase to the budget in April and the reduction to 5.6% and how did that occur. He also asked about the reduction of teaching positions and whether or not there were any administrative changes as well. He would also like information on the designated and undesignated funds. The Superintendent shared that she would invite Mr. Cahoon into the office to go over his specific questions in detail and provide the answers. Minutes: The board reviewed the minutes from May 18, 2023 and Ms. Neubert made the motion and it was seconded by Ms. Lovejoy to approve the minutes as amended. All members voted in favor except Ms. Janousek who abstained and the motion passed. Student Report: Seniors are taking their finals this week along with enjoying their last days as graduation approaches rapidly Ms. Whalen thanked Echo for being an outstanding student board member. She presented her with a plant, chocolate and a card in appreciation of her service. Adult Education Criminal History Records Check/ Fingerprinting: The board then discussed the concerns around having our adult education staff (academic and enrichment) be required to have their fingerprints. The crux of the issue is that all MSAD 60 staff members are required to have their fingerprinting and Criminal History Records Check. The department of education states that all staff over the age of 18 working in a Maine school must be fingerprinted. We have always fingerprinted our academic staff in the adult education department but not our enrichment instructors. The administration feels it’s important for our district to follow the process for all rather than waive it for some. There is concern from those one time or small business instructors who really are doing the work to just provide a positive experience and service for our community that it is asking too much for them to have to go through the process and up front pay $50 for the fingerprinting costs. There was a lot of conversation and the board asked the administration to develop a process that could be shared at the following meeting. Adult Education Graduation: Ms. Nichole Ivey, Adult Education Director, shared an overview of the adult education graduation. She shared that it was an amazing celebratory evening. Several board members were present and concurred. Elementary Social Studies and Science Overview: Policy Third Reading: The policy committee met on May 16, 2023 to discuss the following policies: JICK-R Bullying and Cyberbullying Prevention in Schools Administrative Procedure. Ms. Hagenbuch made the motion and it was seconded by Ms. Janousek to approve policy JICK-R. All members voted in favor and the motion passed. NBES has their annual bike to school event in the am starting at the Millfield and biking to the North Berwick Elementary School. Public Input: Kelly Monroe, Lebanon resident, shared with the board her concerns regarding the cost of the fingerprinting for those instructors who work within the enrichment program at Noble Adult and Community Education. She’d like to give new teachers an opportunity to experiment with getting a new program started before having to pay for fingerprinting. She states that the programs are great community outreach and we’d like to encourage our instructors to continue.     June 16, 2023 Good Afternoon, One more week to go! Just a reminder that Monday is a no school day due to the observance of Juneteenth. Please be aware that there are a few administrative shifts occurring throughout the district as we head into the fall. Some familiar faces will be in “new” schools. The Hussey School Assistant Principal, Amy Bayha, is relocating up north. We wish her well on the next leg of her journey. This created an opportunity for Mike Roberts, current Noble Middle School Principal, to jump at the chance to fulfill a long standing interest and desire to work at the elementary level. Principal Roberts will become Assistant Principal Roberts for Hussey School next year and beyond. With the shift of Mike Roberts to Hussey School, the current No. Berwick Elementary School Principal, Mike Archambault will serve as the next Noble Middle School Principal. Principal Archambault began his career in MSAD #60 at the high school level, moved to the elementary school level, and is now very excited to begin working with middle schoolers, teachers and staff! Over the next few weeks the district will be advertising and hiring a Principal for North Berwick Elementary School. We will keep the North Berwick Elementary School community updated as we move through the process. Finally, at the June 15th Board of Directors meeting interim Knowlton School Assistant Principal, Elyse Galeucia, was appointed as the Assistant Principal. The “interim” part of the title was officially removed!     MSAD #60 North Berwick, Berwick and Lebanon MINUTES OF THE DISTRICT BUDGET MEETING OF May 25, 2023 The MSAD 60 school budget meeting took place at Noble High School in North Berwick, Maine beginning at 6:30 pm on May 25, 2023. All board members were present except Ms. Janousek, The press was present as well. Audra Beauvais, Superintendent of Schools, welcomed the residents. Nominations for moderator were then accepted. Superintendent Audra Beauvais briefly reviewed the budget and she shared with the audience where the increased expenses were incurred and what the impact of mill rates was, and that the final numbers indicate a 5.32 % increase to taxpayers. A North Berwick Resident made the motion and it was seconded to nominate Geoffrey Day, of Berwick, as moderator. A show of hands indicated support of the residents for Geoffrey Day as moderator and the motion passed overwhelmingly. The Superintendent swore Mr. Day in as moderator. The moderator noted that he would be making a modification and allowing the Superintendent and the Assistant Superintendent, non-residents, to speak when responding to direct questions. The Assistant Superintendent will be the recorder of events for the evening. The Moderator then reviewed the process of the meeting and the rules that would be followed. Article 1: Regular Instruction A Berwick Resident made the motion and it was seconded to accept the proposed budget as recommended by the board of directors. There was no discussion and the article was overwhelmingly approved. Other: The Superintendent shared that the survey regarding the Elementary and Secondary Education Act (Title One Funds) funding is up on our website and looking they are looking for feedback. The Assistant Superintendent shared with the board an overview of the Special Olympics York County event that occurred today at the Bourbon Football Stadium. 24 different teams from 11 communities competed today in the first Special Olympics in four years. There was a 3 year hiatus due to the pandemic. It was a wonderful day with over 325 athletes. Ms. Kristin Hardingham, Physical Therapist for MSAD 60, organized the games and was phenomenal in her ability to organize and keep the games flowing. There were a variety of local folks who were present today and shared their support and expertise. Maine Association for People Transportation (MAPT). Ms. Mallett shared an overview of the events that occurred her at NHS over April break. There was a bus obstacle course with a variety of challenges. The camaraderie and inspiration that she found at that event really encouraged and impressed her. The job is difficult but she found some very heartfelt reasons why people take on the role of a driver. Ms. Hagenbuch shared reminders regarding the information about science and social studies among the elementary schools. Fingerprinting and background checks for Adult Education teachers. Clarification please. Ms. Mallett shared the invite to adult education graduation on June 1st, 2023. It’s a wonderful event to participate in. Can we get a District calendar of events for our board members so that they can see what’s out there. The board members would like to be made aware. Discussion regarding sport and events information and making it more available to the board and others. Public Input: Mr. Tabor of North Berwick asked regarding the microphone request from last week. Public Input: Mr. Kasten, of Berwick, shared with the board his concerns regarding the reduction of 3 days of service across the district at the elementary level for the excel program. He shared a heartfelt letter with the board and encouraged the board to restore that time. Mr. Robert Travers of Lebanon shared his good luck and wishes to the AP students who are just in the process of taking their Advanced Placement Exams. He also asked about the test scores being shared as had been previously requested. Ms. Pat Boisvert, of Berwick, shared her questions regarding when the board made the decisions regarding the budget and if there would be an opportunity to restore the time that has been reduced from the Excel program for the upcoming school year. The Superintendent responded to the audience regarding the process. The board reviewed the minutes from April 6, 2023. Ms. Lovejoy made the motion and it was seconded by Ms. Janousek to approve the minutes as amended. All members voted in favor and the motion passed. Student Report: Over April break the Outing Club hosted a campus cleanup. They filled approximately 8 bags and created a sign intended to bring awareness to students and staff on the waste being improperly discarded. The French Honor Society welcomed its new members at the induction ceremony earlier this week and tonight the National Honor Society is holding theirs. All new members will sign a book and give a pledge, and the current officers will hand off their role to those they chose through an interviewing process. Students enrolled in AP courses have been taking their respective tests, of which will continue into next week as well. District Library Update: Ms. Sharon Taylor, District Librarian, shared an overview of the library status at this point and the Instructional and Library Materials Selection Process and and an overview of the policy IJJ. Instructional and Library Materials Selection Members of the board asked several questions and thanked Ms. Taylor for her time. Donation Spence and Matthews Project Graduation $2,000. Ms. Hagenbuch made the motion and it was seconded by Ms Janousek to accept the donation with appreciation. All members voted in favor and the motion passed. Approval of 2023-24 School Calendar. The Superintendent asked the board to choose their summer dates. July 18, 2023 will be the date of the board workshop. We will begin at 4 pm. 2nd Public Input: PTO updates from North Berwick… Penny Palooza in April raising over $1000. The PTO took the funds raised and supported the teachers throughout Teacher Appreciation week. Ms. Pat Boisvert of Berwick, shared with the board that she could not hear any of the conversations this evening. She made a suggestion of microphones on the tables. Julio Mariscal, of Berwick shared his concerns regarding the reduction in excel supports and asked several questions. Ms. Lauren Janousek of the NBES PTO shared the notes: NBES PTO has been busy over the last couple months! In March we had our Penny Palooza fundraiser and raised just over $1,000. The PTO voted to use 100% of the profits from the fundraiser for Teacher Appreciation week to spoil our incredible NBES staff. This included custom lunch orders from NOBO on Monday, hand massages from a Berwick mom on Tuesday, a new microwave with snacks for the teacher's room on Wednesday, an ice cream sundae bar on Thursday, and Aroma Joes' custom orders and homemade muffins on Friday. We also ran raffles throughout the week so almost all NBES staff won a raffle! For 100s day we donated $100 each ($300 total) to the food pantry, the backpack program, and Big Love. Reagan Burrows, the NBES music teacher, put on two musicals (K-1st & 2nd-3rd) this year. One was last night and the other is tomorrow at the High School. She had funding requests that the school was not able to cover so the PTO partnered with her to help put on the musicals and helped with funding, volunteers, and costume help. The first show was incredible and tomorrow night's show should be incredible as well! We also ran concessions at both musicals to help recoup the funds we used to support the musicals. We donated $500 to the NBES family who lost their house in a fire last month. We are running our flower basket fundraiser right now if anyone needs a hanging basket! Student Report: None this evening North Berwick Elementary School Odyssey of the Mind Team: The North Berwick Elementary School Oliver and Arabella represented the Odyssey of the Mind Team shared their first place win. This is the First OM team in at least five years and Ms. Tristan White was the coach. The play was about The Walls of Troy and the students created their own play. Quebec Trip with Sofie Larsen: Ms. Larsen shared the French Club's trip to Quebec in March. It was a remarkable trip and the overview can be viewed here FY22 Audit Presentation: Ms. Jennifer Connors, of Runyon Kersteen Ouellette, our audit firm, shared with the board that the audit in all aspects was without fault, a clean audit. There were no weaknesses or deficiencies found in any areas in the regular funds and in the special programs tested. A huge thank you to our business manager and financial staff in maintaining such a high level of expertise. All members voted in favor except Ms. Travers who opposed and the motion passed. Student Report: Ms. Echo Balistreri, student board representative, shared with the board the student report: The Language Department held its Cultural Fair on Wednesday evening. The event included music performances and projects relating to the language individuals are enrolled in here at the high school. Seniors are applying to the local scholarships that were just released. The Noble 2023 instagram account has been recognizing those who have committed to their plans for next year whether that be attending college, joining the military, workforce, or taking a gap year. There was an informative meeting held for juniors/seniors interested in becoming a part of the National Honors Society. Prospective members are now filling out applications and gathering teacher/staff recommendations for the panel to review. The Spanish Honors Society Induction Ceremony is being held tonight to welcome its newest members. Mr. Aaron Moore, Noble Athletic Director, shared a brief overview and introduced our two new state champions, ESports and Wrestling. Mr. Brett Saucier, ESports Coach shared: This is our 3rd year of esports at Noble. in that time we won two state championships and had two second place finishes for the state of Maine. We currently compete in 3 different games- League of Legends, Rocket League, and Super Smash Brothers. Our program started with 8 kids our first season and has grown to 20 kids this Spring (15 boys / 5 girls). We started an 8th grade club this Spring which has 24 students signed up for it, which is hopefully a sign of huge growth for the program in future years. 4 of our original 8 kids are still with the program and have been apart of both state championship League of Legends teams. Esports has been a great outlet for our students. Providing them a place to compete while doing what they love. Fall State Champs Ryan Baccon 12 Evan Chandler 12 Kaitlyn Chase 11 Henry Chasse 12 Chris Dube 12 Emily Mitchell 10 Mr. Kevin Gray, Noble Wrestling Coach shared the following: We had a fantastic ending to our season with a state duals runner up finish, a Class A state championship and 11th place finish at New Englands out of 167 teams. He highlighted the following athlete accomplishments: Hannah Perro 100lb. Girls State Champion Brady Oullette 106lb. Class A state champion, All state champion 5th place New England England Finish SMAA and Portland Press Herald State first team. Kaden Dustin 138lb Class A state champion. All state champion, 6th place New England finish SMAA And Portland Press Herald All state first team Derek Cote 152lb Class A state champion All state champion, 4th place New England finish. SMAA And Portland Press Herald All state first team. Undefeated in Maine his entire career at Noble. Mr. Moore shared the following regarding athletics throughout the district: We introduced Girls Volleyball in the Fall of 2022 and had 32 participants make up a JV and Varsity roster. Field Hockey hosted their first home playoff game since the early 2000’s. Boys Basketball finished their season with their best record since 2014 (7-11). Boys Indoor Track placed 4th at the Class A State Championships. Competition Cheer placed third at Class A State Championships and Noble wrestling had their first female State Champion since the MPA sanctioned girls wrestling in 2019. We’ve had six Maine All-State athletes, a Gatorade Player of the year finalist, six individual State Champions in their respective sports and a wrestler named 2023 Maine Boys Wrestler of the Year. Employment Update: The Superintendent shared the retirement of Mr. John Baker, math teacher at Noble Middle School, Ms. Lovejoy made the motion and it was seconded by Ms. Neubert to accept the resignation of John Baker with appreciation. Superintendent Update: Lebanon’s kindergarten screening dates April 11-13 Berwick Kindergarten screening dates April 24-26 North Berwick May 17-19 All District Chorus Concert was held last Wednesday evening… first time since we the concerns with Covid. All went really well and it was noted that it felt wonderful to have it. The Superintendent shared her appreciation for the custodial staff in handling the overload of snow. The bus driver that drove the bus that was in an accident was praised for keeping that bus on the road and really handled the situation incredibly well. The Unified Basketball team won their last game. Currently June 23 is our last student day. It is a half day and a full day for our teaching staff. Graduation is set for June 9, 2023. The time will be 6:30pm, Other: The Superintendent shared the audit information to the board and shared that the auditors will be coming in on April 8th to update the board on how we are looking.     March 14, 2023 Good Evening, Currently all district schools have power and we are hopeful that remains the case throughout the evening hours. There are high snow accumulations throughout the district with several more hours of snowfall to go. In order to do the best job clearing the snow from walkways, parking lots, and bus loops we will run a two hour delay tomorrow morning (Wednesday, March 15, 2023). For those of you new to the district, a two hour delay means that everything in the morning is bumped by two hours. For example, if your student is typically picked up at 7:15am, plan for two hours later, at 9:15am. That said, please be sure to have your student outside a bit earlier than pick up time. MSAD #60 drivers will take their time on the roadways but by having students out early it will assist in cutting down some wait time. Please be aware that a two hour delay counts as a student day. Please also be aware that we need to continue to monitor roadways and power throughout the district as we get closer to the morning. Should anything change we will send out notification. Due to the duration of the storm, the predicted heavy snow and high winds, it will not be a safe decision to open school even for a half day.     March 13, 2023 Dear MSAD #60 Community; The weather patterns certainly have not been in our favor over the course of the winter season. While there have been a few weekend storms, the bulk of the accumulating snowfall has occurred during the work/school week. Just when it was looking like big snow storms were in our rearview mirror, here we are dealing with another one, front and center. It is important to relay information in anticipation of Tuesday and Wednesday snowfall, snow cleanup, and school schedules. The district is carefully monitoring weather reports and radar tracking for this storm. Based on the information we have at this time, we are canceling the late start/early release schedule for Wednesday, March 15, 2023. That means that for this week, Wednesday will follow the typical Monday, Tuesday, Thursday, and Friday schedule. That shift provides flexibility if there is a need to call a straight across-the-board two hour delay on Wednesday morning due to road clean up. Some school offices have fielded a few questions about remote snow/inclement weather days. Remote snow days were not an option for MSAD #60 this year due to some specific regulations around online learning and school nutrition. There is an additional concern for the high number of power outages across the district and the impact to student attendance. The regulations are evolving and we hope to integrate some form of remote learning days for inclement weather days for the 2023-2024 school year. Student Report: Ms. Echo Balistreri, student board representative, shared with the board the student report: RISE created a “Love is Respect'' pledge and brought it to all lunches on Tuesday (Valentine’s Day) urging students to sign and furthermore consider the significance of healthy relationships. After signing, students were able to pick a bracelet with the message and get fruit snacks. Post February break we enter the month of March which contains no breaks. The Wellness Club and National Honors Society have been coming up with ways to alleviate some feelings of stress and burnout. Some of the brainstormed ideas include acts of kindness and pajama day. Ms. Shannon Swiger, Director of Teaching and Learning presented our Noble 4 All work that has been going on this year. There was a sampling of committee members present ranging from elementary through high school. Riley Godsoe, grade 4 from NBES shared an overview for the elementary folks. The pace is fairly slow but actionable. Reflection and reflective practice, safety and positivity is the focus. The goal is to be sure that students feel welcome and seen. And we ask the overall question; Are the resources in the systems that we have reaching all of our learners? Melinda Luders shared an overview from the middle school folks. The goal there is to examine and refine the current curriculum and resources to be sure we are providing equitable access to all of our students no matter their background. Activities to meet this goal for the 2022-2023 year: - Reinforce ideas from the Universal Design Theory - Continue building diverse classroom and school library book collections. - Examine and refine summative assessments to be sure we are providing accessibility for all students (Wednesday Department Work) - Relevant articles shared on the Daily Digest with follow-up discussions AJ Dufort, principal of NHS and Morgan Lynch shared the work that the Noble 4 All committee is develping for NHS. They are working on the following: -Integrating differentiated instruction in the classroom and Universal Design Theory. -Professional Learning Groups read and discussed an article in the Skillful Teacher book on cultural proficiency. - Department time was spent looking at assessments and grading to better approach a variety of needs and populations within the classroom setting. The superintendent then shared a third reading of policy BBABB, Student Representatives to the Board. There was a draft policy reviewed and discussed. Mr. Doiron made the motion and it was seconded by Ms. Hagenbuch to approve policy BBABB, Student Representative to the Board. All members voted in favor and the motion passed. Employment Update: The Superintendent shared the resignation of Ms. Eliza Halbig of the Hussey School effective 2/24/23. Ms. Lovejoy made a motion and it was seconded by Mr. Doiron to approve the resignation of Eliza Halbig. All members voted in favor and the motion passed. Superintendent’s report: School Nutrition: Abbey Hubbell was invited by the Maine School Nutrition Association to participate in the 2023 Legislative Action Conference in early March in Washington, DC. The Maine Association has noted Abbey’s strong leadership skills and contribution at the district and state level. She will represent the state well! Noble High School: Earlier this week, Noble High School hosted staff members from four West Virginia high schools as part of the Great Schools Partnership. Noble High School administrators and teaching staff talked about personalized learning, the high school structure, grading, and classroom configurations to name a few highlights. A tour and classroom visits were included as part of the visit. Noble Middle School: EXCEL teacher, Christa Bui, has been nominated for the Patricia Behring Teacher of the Year award. This award recognizes two outstanding National History Day teachers at the national level. On another note, last Friday NMS student council hosted their first dance since the pandemic. Over three hundred students attended the dance. NBES: Tomorrow marks the twentieth year of the 100’s Day Celebration at North Berwick Elementary School. The tradition was started by former principal, Ron Robert and has continued since that time. The culminating event is a school-wide assembly-a well attended and anticipated yearly event. Lebanon Elementary School/Hanson School: The Lebanon Schools recognized World Kindness day by celebrating it throughout the week. Each theme of the day was a way to highlight different ways to show kindness to one another within the community. Many students have participated in intramural activities. French Club, Legos, and Coding Club were three well attended intramurals. Knowlton School: Knowlton School is celebrating the 100th day of school with a community project to collect 700 toiletries. Once collected, the toiletries will be donated throughout the community. Knowlton has been celebrating Kindness Week. Students throughout the week recognize peers with kindness awards and teachers and staff are keeping track of the different acts of kindness throughout the week. Hussey School: Similar to students at Knowlton School, Hussey students participated in Spirit days for Kindness week. Hearts are displayed throughout the building recognizing what things students are thankful for. Math coach, Carrie Wilson, just concluded a very successful Math Club for 23 third graders. The next round will start up again in the spring. Athletics: Congratulations to the Noble Competition Cheer team. They placed third at the Class A State Championships last weekend. The top 3 teams in each class move on to New Englands. We also congratulate the Noble wrestling team on winning the Class A South Regional wrestling tournament. Nine wrestlers qualified to compete in the Class A State Tournament this Saturday at Sanford High School. Second Public Input: Ms. Janousek shared PTO news throughout the district: Lebanon: Just finished their Read-A-Thon fundraiser and raised over $17k and had over 39,000 minutes read with 97% participation. They have their big BINGO Night fundraiser coming up in March. Then their final fundraiser of the year will be Penny Wars in May. PTO just gave their 4th/5th grade $2000 to help fund charter buses for the Boston field trip in May. Lastly they paid for Junk 2 Funk to be there with them for a week at the beginning of May. They will work with students all week and will put on a performance to close out their Day of Arts Celebration happening on May 10th. North Berwick: We had our Hula Hut tournament in January with over 100 kids registered and raised $1000. First annual Adult prom last weekend and raised about $700 – though the final number is not in. We are supplementing the classrooms with their 100 day collection celebrations – they collect 100 of different foods to donate to the local pantry, backpack program and one love pantry. Voted to feed teachers for Conference night next month. The Spanish Honors Society had a field trip to watch a production today, and Project Search had a session at UNH yesterday evening regarding teen mental health and resilience. Erin Dickson, District Health Coordinator, shared the 2019 MIYHS data with the board. She shared the following presentation and answered questions throughout the presentation. 2021 MIYHS Data Snow Day update… we have utilized 4 snow days thus far and we are seeking a waiver for one of the days due to power issues. We will follow up with the board on how that transpires. Brief update on the Strategic Planning meeting that occurred on January 28th. The themes that arose out of our conversations on Saturday were in the areas of Safety (both the physical facility safety measures that have been highlighted across the country as well as social/emotional and mental well being), Communication (across all areas to improve community buy in, etc), Community Engagement (communication is a part of that but this is a focus on the whole shebang... getting our community to become our partners), Quality Resources (Being able to hire and compensate and keep excellent staff in ALL areas of the system as well as provide students and family with a multitude of resources to support their needs) and Pathways to Success/Achievement (Our educational philosophy and goals for students). We will be defining these more clearly and will probably be morphing things along the way. The superintendent then shared a second reading of policy BBABB, Student Representatives to the Board. There was a draft policy reviewed and discussed. Ms. Travers shared a concern regarding the interpretation of the student vote in terms of any outside perspectives of the student and the meaning of the vote. She shared concerns about those who are not understanding the role of the student rep and whether they would approach the student rep outside of meetings. The board discussed this concern and determined that we would be looking at other district’s policies and how they handle any concerns. Employment Update: The Superintendent shared the nomination of Amanda Foote for the Life Skills position in Lebanon. Ms. Hagenbuch made a motion and it was seconded by Ms. Lovejoy to approve the nomination of Amanda Foote as a Life Skills Teacher for the school year. All members voted in favor and the motion passed. Other Business: Question about the timing of the May district budget meeting date. Ms. Janousek noted that it is prior to a holiday weekend.     MSAD #60 North Berwick, Berwick and Lebanon MINUTES OF THE DISTRICT BUDGET MEETING OF May 26, 2022 The MSAD 60 school budget meeting took place at Noble High School in North Berwick, Maine beginning at 6:40 pm on May 26, 2022. All board members were present except Ms. Travers, Ms. Mallett, and Ms. Hopper. The press was present as well. Audra Beauvais, Superintendent of Schools, welcomed the residents. Nominations for moderator were then accepted. A North Berwick Resident made the motion and it was seconded to nominate Geoffrey Day, of Berwick, as moderator. A show of hands indicated support of the residents for Geoffrey Day as moderator and the motion passed overwhelmingly. The Superintendent swore Mr. Day in as moderator. The moderator noted that he would be making a modification and allowing the Superintendent and the Assistant Superintendent, non-residents, to speak when responding to direct questions. The Assistant Superintendent will be the recorder of events for the evening. The Moderator then reviewed the process of the meeting and the rules that would be followed. Superintendent Audra Beauvais briefly reviewed the budget and she shared with the audience where the increased expenses were incurred and what the impact of mill rates was, and that the final numbers indicate a 4.91% increase to taxpayers. Mr. James Duprey of Lebanon asked the board how we would be able to sustain the increases going forward as he believes that consistent raises to the taxes are unsustainable. There was no discussion and the article was overwhelmingly approved.     MINUTES OF THE BOARD OF DIRECTORS’ MEETING OF March 3, 2022 A meeting of the Board of Directors was held in person in North Berwick, Maine on March 3, 2022 at 6:45 p.m. with all members attending. Ms. Stanton, Ms. Travers and Ms. Manley were remote, all others were present in person. The Vice chair shared the public input statement. Public Input: Alexandra Houston of North Berwick first shared her thanks and appreciation for the work that the school board has done on behalf of students and staff during this pandemic. She again noted the hard choices and acknowledged the flexibility that has been provided. Her belief is that we need to stop burdening kids to protect them. The mandates served their purpose, students have met the requirements but the disruption is ongoing and needs to stop. She asked that the mandating masks should be reviewed and moved on from. If not now, when? She shared the information that has been presented over the past two weeks and give the right back to the parents to choose what is best for their children Matthew Leggett of Lebanon shared his beliefs that the board is not working, that they are not listening to the parents. He shared statistics that only 34% of students are proficient in math and 54% in reading. He shared his beliefs that the board does not lead the district. He wants to share with the residents that now is the time to run for school board. He says that he will financially support anyone who is interested in running. Mr. Rob Williams, of Wells but father of a North Berwick student, shared his concerns about the continuation of masking. He shared his concern about the CDC in general and the science that is behind the work. Brian of North Berwick shared his concerns regarding voting against parent’s choice. He believes that the mask mandate should never have been put into place. He hopes that that the board will move to remove the mask mandate as of immediately. Ms. Koren Stuart of North Berwick, shared her desire that the mask mandate would end this evening so that the students could go back to school tomorrow without masks. Mr. Jeremiah Mulligan, of Berwick, shared his experience recently with the change to mask optional at Dover High School where he teaches. He thought it would be helpful for the board to know that. He also noted that the state of the union address the other evening showed very few members masking. The board reviewed the minutes from February 17, 2022. Mr. Doiron made the motion and it was seconded by Ms. Mallett to approve the minutes as amended. All members voted in favor and the motion passed. Educational Programming: The Superintendent shared no lab cases and three positive home tests as of this afternoon. Attendance has been very good for both staff and students. The Superintendent shared that the Standard Operating Procedures will change as of March 9th to optional masking. February 25th, 2022 The buses have been all masked. The MPA has not come out with any guidelines for sports. Ms. Hagenbuch shared her belief that we have gotten to the point where masking should be optional. Ms. Hagenbuch made the motion and it was seconded by Ms. Lovejoy to make masking optional as of Monday, March 7th. There was a lot of discussion regarding the situation and whether or not to go immediately rather than the future. The Superintendent then shared the general overview of the FY23 district school budget. Employment: The superintendent shared the retirement of Ms. Carol Carlin. Ms. Mallett made the motion and it was seconded by Ms. Lovejoy to accept the retirement of Ms Carlin with appreciation. All members voted in favor and the motion passed. The superintendent shared the resignation of Krystal Hanson, special education teacher at the Knowlton School. Ms. Mallett made the motion and it was seconded by Ms. Lovejoy to accept the resignation of Ms. Hanson. All members voted in favor and the motion passed. The superintendent shared the resignation of Katrina Gilbert, fifth grade teacher at the Knowlton School. Ms. Mallett made the motion and it was seconded by Mr. Doiron to accept the resignation of Gilbert. All members voted in favor and the motion passed.     MINUTES OF THE BOARD OF DIRECTORS’ MEETING OF January 19, 2023 Current Board Members- North Berwick- Lauren Janousek, Kate Whalen, Lynn Manley Berwick- Travis Doiron, Elva Lovejoy, Denise Mallett Lebanon- Victoria Travers, Stephanie Hagenbuch, Nancy Neubert Student Representative- Echo Balistreri A meeting of the Board of Directors was held in person in North Berwick, Maine on January 19, 2023 at 6:15 p.m. with all members attending except Ms. Mallett and Ms. Manley. There were 6 in the audience. Mr. Doiron made a motion and it was seconded by Ms. Neubert to enter executive session for pursuant to 405§6(B) expulsion of a student. All members voted in favor and the motion passed. In at 6:21 pm. Out at 6:54 pm. Mr. Doiron made the motion and it was seconded by Ms. Neubert to expel the student under consideration. All members voted in favor and the motion passed. The vice chair shared the public input statement. Public Input: None Ms. Lovejoy made the motion and it was seconded by Ms. Neubert to approve the minutes of January 5, 2023. All members voted in favor and the motion passed. Student Report: Ms. Echo Balistreri, student board representative, shared with the board the student report: The past couple of weeks have not been very exhilarating. All I have to report on is that finals have been occurring this week, causing the student body to be a bit tired and possibly grumpy. Financial Update: Ms. Denise Van Campen, business manager, shared with the board the financial report. All areas are well within the budgeted amounts. The superintendent then shared the first reading of policy BBABB, Student Representatives to the Board. There was quite a lot of discussion regarding how students are chosen to be board representatives. We will revise the draft policy and bring it back the next board meeting Superintendent update: New bus driver passed her test yesterday so we have another driver in the mix. Still struggling with athletic transportation due timing and lack of spare drivers. Educational Update: Student attendance ranged from 93% to 95 % present over the last two weeks. Staff attendance ranged from one person out per day up to three out for illness. Employment Update: The Superintendent shared the nomination of Mark Lahey as a school psychological service provider for the 23/24 school year. Mr. Doiron made a motion and it was seconded by Ms. Lovejoy to approve the nomination of Mark Lahey as a SPSP for the upcoming school year. All members voted in favor and the motion passed. Ms. Lovejoy made the motion and it was seconded by Ms. Travers to accept the resignation of Ms. Hannah Farley in Lebanon. Ms. Hagenbuch made the motion and it was seconded by Ms. Lovejoy to accept the resignation of Ms. Katie Reilly, English teacher at Noble High School who was on a year’s leave of absence. All members voted in favor and the motion passed. Other Business: Ms Hagenbuch asked about the potential for sheriff presence at future elections that occur during the school day. We will look into that idea. Ms. Hagenbuch shared her thoughts about coverage of all subject areas in the elementary schools. The board discussed different aspects of the elementary program and how the schedule impacts learning particularly in the area of science and social studies. There was a conversation as well about the many pieces of an elementary schedule and what adjustments could be made. More to come. Shannon Swiger, director of Teaching and Learning met with York County Community College representatives who are excited about utilizing our district to partner for field work placement for students seeking ed. Tech certification. Looking at being more creative in making the work more enticing and practical to draw more candidates. More conversations will follow. Public Input: PTO updates: Berwick PTO: Started delivering their Muddy Mile Sponsor Packets to local businesses. Packets due back by 4/4/23. Actual Muddy Mile event will be held 5/25 & 5/26. Penny Wars first week of Feb. All funds raised will go directly towards Teacher/Staff Appreciation Week this year. Lebanon PTO: Read-A-Thon begins Jan 30. Bingo Night fundraiser has begun and that will be held in March. Penny Wars are in May. North Berwick PTO: Hula-Hut Competition to be held at the NBES gym 1/27 from 5-7 - all are welcome to spectate. 1st annual Adult Prom on Sat 2/11 at the Wells Trailblazers. Ms. Travers, Mr. Doiron and Ms. Whalen were remote. There was 1 in the audience. The vice chair shared the public input statement. Public Input: None Ms. Hagenbuch made the motion and it was seconded by Ms. Neubert to approve the minutes of December 15, 2022. All members voted in favor except Ms. Neubert, who abstained, and the motion passed. Student Report: Ms. Echo Balistreri, student board representative, shared with the board the student report: It’s a bit of a stressful time for students as studying for the fastly approaching finals has begun. The final for the “Noble Knows” Quiz show is scheduled for next Tuesday, the winning team will receive a prize bin and every team will be awarded participation awards. The outing club had a very successful hike up Mt. Moosilauke on New Year's day! It was filled with frozen hair, laughs and snow. Superintendent update: Due to the major storm and high winds on December 22 there was roof damage at Noble High School. No damage in the school but the roof membrane blew right off. It has been handled on an emergency basis. Insurance will cover the damages but it will not be until spring that the roof damage is permanently fixed. The Superintendent shared with the board a donation of $2000 from Omni towards the MSAD 60 Backpack program. Ms. Neubert made the motion and it was seconded by Ms. Janousek to accept the $2000 donation from Omni Corporation with gratitude. All members voted in favor and the motion passed. Athletics update: Our League of Legends Esports team won the 2022 Maine State Championship and our Rocket League team finished in 2nd place in the 2022 Maine State Championships! We are almost halfway through the winter season! Boys Basketball is off to a great start. They are 3-3 on the season and currently sitting in third place in Heal Points! Wrestling hosted the 39th Annual Noble Invitational and finished third in team points out of 37 teams that were in attendance. We ran 32 man brackets and this was one of the largest tournaments we’ve run. Boys Ice Hockey is 2-2 and Girls Ice Hockey Co-Op with York is 5-2! Indoor Track has competed in a few meets this year with the Girls winning one of their meets and the boys finishing in 2nd. Unified Basketball just started and the KnightHawks host their first home game on Friday, January 20th at Marshwood! Employment Update: The Superintendent brought forward the name of Samantha Metzler for the 2nd grade position at the Hussey School. Ms. Hagenbuch made the motion and it was seconded by Ms. Neubert to approve Ms. Metzler as a second grade teacher at the Hussey School. All members voted in favor and the motion passed. Other Business: Ms. Hagenbuch shared an idea of a program to encourage students to enter into the field of education. She shared her experience as a former Noble High School student with the internship program and asked if we could potentially re-establish this program with a specific focus on education. The Superintendent and Assistant Superintendent shared that we are currently talking with Americorp about a similar program but that we agree the internship program would be beneficial to potentially re-establish. More to come on that idea. Ms. Lovejoy made the motion and it was seconded by Ms. Janousek to go into executive session pursuant to 1 405(6)(A) evaluation of employee. All members voted in favor and the motion passed. In at 7:25 pm. Out at 8:01 pm. Ms. Neubert made the motion and it was seconded by Ms. Hagenbuch to adjourn the meeting.
