    January 27, 2023 Dear Noble Community; Earlier this month, an act of violence occurred in the south in which a young man was pulled over, beaten, and later died. It has been reported that authorities anticipate releasing video footage of this event which may be traumatizing for students and adults alike. Whether families follow the news closely, or not, many students will encounter various levels of exposure to the footage on social media. The footage will impact community members in various ways. As students struggle to process what they see, take the time to listen to your children, answer the questions that you can, and know that it’s okay not to have all the answers. Please know that your child’s school is here to help if your child is having a hard time. Our schools are equipped with skilled counselors and staff members who are trained to support students in processing difficult situations. We have included some resource links below to help with supportive conversations with your children, and encourage you to reach out as needed.     January 24, 2023 Dear MSAD #60 Families; Please let this correspondence serve as a district update. At this writing the only school currently without power is Noble High School. That is a big improvement from this morning! We are very hopeful that by Wednesday morning power will be restored to the high school allowing all facilities to run “per usual.” Tomorrow, Wednesday, January 25, 2023 is currently scheduled as a Late Start/Early Release day on the calendar. That will remain in effect. There is one more day of scheduled exams for high school students set to occur tomorrow before the new semester begins. What a long and drawn out exam period this has been! Looking ahead, there appears to be some inclement weather coming in late Wednesday through the early morning on Thursday. While poor road conditions and power outages certainly have been challenging over the last handful of days, based on the forecast it doesn’t appear like our community is fully out of the woods yet. As a result of the projected forecast, the Administrative Team met this morning to assess what resources we have available should the district have an inclement weather day again on Thursday. Right now there are several large barriers (power and internet service being the two largest) to having a remote learning day so the district is going to take a more traditional route. Students in kindergarten through grade seven will go home Wednesday afternoon with some literacy and math extension activities to work on Thursday-should there be no school. The upper grades will have a robust feedback form to complete for the district-wide Strategic Plan revision process. Additionally, Principal Dufort is working with the presenter who is set to be at NHS on Thursday to see what options would be available should we not be in session. The high school will provide more information directly should “Plan B” be necessary. While none of the activities take the place of or "count" as a full in-session day, they do provide students extension activities to keep learning/academic opportunities open to them. In closing, I would be remiss if I did not acknowledge how challenging these past three inclement weather days have been. It is never an easy decision to cancel school. It is actually one of the harder decisions to make as it impacts families across the district.     Looking for applications for district citizens to provide input into our strategic planning! MSAD 60's strategic plan expires this spring. We spent a good chunk of time five years ago developing the roadmap for the district and it has brought us this far. It's now time for us to revamp the plan and look ahead to 2030! We would like to have representatives from a wide variety of our community members as we take a broad look at what our path should be for the next 7 years.     MINUTES OF THE BOARD OF DIRECTORS’ MEETING OF December 15, 2022 Current Board Members- North Berwick- Lauren Janousek, Kate Whalen, Lynn Manley Berwick- Travis Doiron, Elva Lovejoy, Denise Mallett Lebanon- Victoria Travers, Stephanie Hagenbuch, Nancy Neubert Student Representative- Echo Balistreri A meeting of the Board of Directors was held in person in North Berwick, Maine on December 15, 2022 at 6:30 p.m. with all members attending except Mr. Doiron and Ms. Manley. Ms. Travers was remote. There were 3 in the audience. Ms. Manley joined the meeting at 7:02 pm. Ms. Lovejoy made the motion and it was seconded to go into executive session pursuant to 405(6)(B) Readmission of a Student. All members voted in favor and the motion passed. In at 6:33 pm. Out at 6:52 pm . Ms. Lovejoy made the motion and it was seconded by Ms. Neubert to readmit the student under consideration. All members voted in favor and the motion passed. The vice chair shared the public input statement. Public Input: None Ms. Lovejoy made the motion and it was seconded by Ms. Hagenbuch to approve the minutes of December 1, 2022. All members voted in favor except Ms. Neubert, who abstained, and the motion passed. Student Report: Ms. Echo Balistreri, student board representative, shared with the board the student report. The National Honors Society hosted a blood drive on Monday, December 12th. The Red Cross was hoping to collect 20 pints of blood and they were pleased to take 22 pints. Winter Sports are in full swing, students have been showing support by watching the games/meets. We are very excited for holiday break. The Outing club will be hiking Mt. Moosilauke in the White Mountains on January 1st to welcome in the new year. Representative Tiffany Roberts shared with the board that she has met with the North Berwick town manager, Dwayne Morin to discuss the school district's ability to bond for up to 30 years rather than 20 years. This would put us in the same vein as municipalities. She also shared a study about truancy and how to put some of these standards into statute. troberts@legislature.gov Senator Joe Rafferty shared with the board that he has been on the education committee in the past and he is hopeful that he will continue in that realm. The goal is to get education back to a post covid norm. jrafferty@legislature.gov The Superintendent shared with the legislative guests that one of our major concerns is the shortened probationary period from three years to two years as we make decisions about new teaching staff. We will ask them to come back and check in with us in March of 2023. There is a donation from the North Berwick PTO of $1,906 for the Backpack Program which was raised by the PTO at a Friday Night Halloween bash. Ms.Neubert made the motion and it was seconded by Ms. Lovejoy to gratefully accept the donation to the backpack program. All members voted in favor and the motion passed. HVAC project approval report. Ms. Mallett made a motion and Ms. Lovejoy seconded. All members voted in favor and the motion passed. Financial summary Ms. Denise Van Campen, business manager, shared with the board the financial summary and gave a brief overview. Educational Update: Student attendance ranged from 84% to 93 % present over the last two weeks. Staff attendance ranged from five out attendance to 3 out per day for illness. Transportation has been an issue this week due to driver’s out for illness. We have had to adjust or cancel some bus runs. Elementary report cards are going out next week. Our Noble 4 All committee will be coming in during January or February to update the board on progress within the buildings. Employment Update: Mr. Robert Lansing, math teacher at Noble High School submitted a letter of resignation. Ms. Lovejoy made the motion and it was seconded by Ms. Neubert to accept the resignation of Mr. Lansing effective December 22. All members voted in favor and the motion passed. Other Business: Ms. Neubert asked about snow days and how we can utilize remote days instead of being off completely. We discussed the distribution of food and how this impacts the easy transition to remote days rather than snow days. We intend to utilize our typical five snow days and if necessary we will add more. Ms. Janousek provided a quick update from the PTOs around the district. North Berwick PTO: Raised $1200 with Wreath & Poinsettia fundraiser Partnered with the Christmas Project to support a family of 6 for Christmas by collecting presents and clothing and were even able to donate a $200 Walmart gift card to the family with other expenses. Met with the Backpack Program and helped organize and bring to the other district PTOs the idea for a Cereal Drive to be able to give every backpack student a box of cereal for the holiday break. So far, with the other elementary school PTOs, we’ve been able to collect enough to not only give a box for this vacation, but also for February and April vacas too! The final plan is still in the works, but we’re going to line them up as Dominos at a few of the schools on Monday to make a “Domino Effect of Kindness” video – I’ll share the video when we do it! Lebanon PTO: Also had a Wreath & Poinsettia fundraiser and sold over 300 of them! They had a Grinch movie night with raffles and concessions – each family received free popcorn and a heart that grows 3 sizes. Berwick PTO: Berwick PTO has also been planning a Polar Express Movie Night where parents can drop their children off for 3 hours of Polar Express fun. We currently have 130 children signed up and registered. Mr. Roberts, the Noble Middle School Principal is our Conductor. Mr. Young, the Hussey School gym teacher is our Hobo and many teachers and volunteers are Elves. If mother, nature cooperates, we will have chefs dancing and serving hot chocolate & cookies, as well as dinner for the kids. Santa Claus himself is even making a special guest appearance for the kids and Haley Rose photography will be there to capture special moments. A digital photo gallery will be posted online for the attendees after the event. Lastly, we are showing our Hussey & Knowlton teachers and staff how much we appreciate them this holiday by giving all of them a goodie bag with a $5 Target gift card, candy cane pen and chocolates. An inflatable Frosty the Snowman will deliver all of their goodie bags to them on Tuesday. Espresso Dave will be at Hussey and Knowlton on Monday as well to serve our teachers and staff a holiday coffee menu. Ms. Lovejoy made the motion and it was seconded by Ms. Janousek to go into executive session pursuant to 1 405(6)(A) contract negotiations. All members voted in favor and the motion passed. Ms. Hagenbuch, Ms. Mallett, Mr. Doiron and Ms. Whalen were remote. 4 in the audience. The vice chair shared the public input statement. Public Input: None Ms. Janousek made the motion and it was seconded by Ms. Manley to approve the minutes of November 17 as amended. Student Report: Ms. Echo Balistreri, student board representative, shared with the board the student report: The first round of the second annual (student led) Noble Knows Quiz Show began today, with more competitors tomorrow and next week followed with semifinals and finals the week after. Grades close for the last time before the semester ends tomorrow. Senator Joe Rafferty and Representative Tiffany Roberts had to postpone their visit to the board due to a scheduling conflict in Augusta. They are hoping to participate on Dec. 15th. The Superintendent and Assistant Superintendent gave an overview of the HVAC project that is currently being developed. The presentation that was given to our Facilities and Finance committee earlier today was also shared with the rest of the board members. The board will be voting regarding moving forward on the project on Dec. 15th. Educational Update: Student attendance ranged from 91 to 96 % present over the last two weeks. Staff attendance ranged from full attendance to 3 out per day for illness. Athletics is getting under way. More information regarding winter sports will be forthcoming. Noble High School theater presented “The Prom” last week and it was very successful. Excellent job! Employment Update: None Other Business: We discussed the option of having Echo, as a student representative, to be able to vote. The Superintendent is looking at policies and will engage the policy committee in reviewing these options. The board was presented with a donation of $2000 towards the Civil Rights Team at NHS in honor of Rebecca Eddows, a 2012 graduate. Ms. Manley made the motion and it was seconded by Ms. Janousek to accept the donation with gratitude. All members voted in favor and the motion passed. Strategic Plan overview… The Assistant Superintendent shared with the board a timeline for the strategic planning work that will be undertaken after the new year. We are looking at a 5-7 year plan potentially taking us into the year 2030. She asked the board to be thinking about the various constituents within the community and potential representatives for a large meeting on January 28th. Ms. Whalen asked about having our Noble 4 All team present an update to the board at a future meeting. Ms. Travers made the motion and it was seconded by Ms. Janousek to adjourn the meeting.     NEPN/NSBA Code:  IMB-R STUDY OF CONTROVERSIAL ISSUES GUIDELINES The teaching of controversial issues requires responsible action on the part of the teacher to his/her students, the principal to the school, and the school to the community. Teachers shall adhere to the following guidelines: A. The issue shall be within the framework of MSAD #60 district philosophy and reasonably related to the established instructional program. B. The issue shall be consistent with the students’ maturity and educational needs. C. The discussion shall contribute significantly to developing the skills of critical thinking and problem solving. D. The presentation of the material shall be impartial and objective. E. Materials shall be based upon factual information and a variety of viewpoints. F. Teachers shall consult with the principal before presenting controversial issues. In the event that a concern with the teaching of a controversial issue is expressed, the following procedure shall be followed: A. Discussion with School Principal 1. A conference will be held between the person expressing a concern (citizen, student, or parent), the teacher and the principal in an attempt to resolve the issue and to promote mutual understanding. 2. The principal will prepare a written report on the results of this conference and submit said report to the Superintendent’s office.  A copy will also be provided to the citizen/student/parent and the teacher involved. B. Appeal 1. If the result of the initial conference with the principal is unsatisfactory to the complainant or teacher involved, he/she may submit a written appeal to the Superintendent. 2. The Superintendent will refer the complaint to a Review Committee.  The Committee membership will be appointed by the Superintendent and will include a parent, a representative from the appropriate Curriculum Review Team and an Assistant Superintendent. 3. The Review Committee shall meet with the concerned parties, examine conflicting views and prepare a report. The report shall contain the recommendation of the Committee. 4. The Superintendent will review the report, make a decision about the complaint, and forward the decision to the parties and the Review Committee. C. Final Appeal to the Board of Directors 1. If the decision of the Superintendent does not satisfy the complainant or teacher, the complainant may request in writing that the Board review the appeal at the next regularly-scheduled Board meeting. 2. The Board will review the Review Committee report, the decision of the Superintendent, and the appeal of the complainant/teacher involved, and make such investigation as the Board deems necessary. The Board will make a final determination on the complaint, and all parties will receive notification of the results in writing. D. Second Challenge If the same issue is challenged at a future date, the principal and a representative of the Review Committee will examine the previous decision in light of any new information presented.  If they find any significant difference in the new challenge, the Review Committee may review the matter again. Otherwise, the original decision will stand, and a copy will be sent to the complainant, explaining that the issue has already been evaluated.     MINUTES OF THE BOARD OF DIRECTORS’ MEETING OF November 17, 2022 Current Board Members- North Berwick- Lauren Janousek, Kate Whalen, Lynn Manley Berwick- Travis Doiron, Elva Lovejoy, Denise Mallett Lebanon- Victoria Travers, Stephanie Hagenbuch, Nancy Neubert Student Representative- Echo Balistreri A meeting of the Board of Directors was held in person in North Berwick, Maine on November 17, 2022 at 7:00 p.m. with all members attending except Ms. Travers and Ms. Mallett. Ms. Hagenbuch was remote. 18 in the audience. The vice chair shared the public input statement. Public Input: Ms. Christina Brown, representing the North Berwick PTO, shared the fundraising highlights of the group for this year and what the funds were used for. Ms. Holly Dupuis, representing the Berwick PTO, shared the fundraising highlights of her group for this year and the past. Melissa Wentworth, representing the Lebanon PTO, shared the highlights of their fundraising as well as what the funds were used for. Brady Berger of Lebanon, shared her thanks for the work that was done on Tuesday. However she did have some concerns regarding the information that was shared with students and how it was shared. She also felt that the communication was slower than it should be. Lessons learned need to be reviewed and procedures need to be implemented. She also shared her concern regarding an incident that occurred on Monday with bullets being brought to school. Resource officers in the elementary school should be reviewed. She shared that she feels there should be SROs in all of the elementary schools. Mr. Jeremiah Mulligan of Berwick, shared with the board his feelings that Sanford did an excellent job with handling the situation. He did note that the SROs from each of our schools went on the call and that it would benefit us to have our SROs stay in our home schools. There is also the question of whether or not taking phones is a good practice. He also shared that a positive movement forward would be if the on shift police officers make a planned stop at each of the schools on a daily basis. Corrine Stewart of Lebanon shared a thank you for the work that the district had done on behalf of students and the crisis situation on Tuesday. She noted that the SROs are so positive and provide support to our students. She asked who provides back up if the SRO is out for the day? And what could we do to support SROs in all of our schools? Ms. Lovejoy made the motion and it was seconded by Ms. Neubert to approve the minutes of November 3 as amended. All members voted in favor except Ms. Neubert, who abstained, and the motion passed. Student Report: Ms. Echo Balistreri, student board representative, shared with the board the student report: 11/15: I feel I don’t need to go too deep into addressing the affects the events 11/15 has had on anxiety levels and fear. Widespread- An announcement beginning with “Noble High School” on Wednesday brought a bit of panic. Lunch: Students leave feeling hungry- hamburger buns have been used to supplement for the lack of rice to fill each student's need. Positive: Grateful for next week to bring Thanksgiving Break- time to bring renewal and recollection as well as spending time with family and eating food. The National Honors Society hosted a food drive for local pantries to aid in filling up people’s tables over the holiday. The Superintendent shared with the board a donation from Libby Scott Paving of $1700 worth of paving for the Noble Flex Yurt. Ms.Neubert made the motion and it was seconded by Ms. Lovejoy to gratefully accept the donation of paving. All members voted in favor and the motion passed. Ms Beauvais shared another donation of $977 made by West Lebanon Community Ladies Circle- Empty Bowls Fundraiser for the MSAD 60 Backpack Program. Ms. Lovejoy made the motion and it was seconded by Ms Janousek to accept the generous donation. All members voted in favor and the motion passed. . Employment Update: The Superintendent highlighted the achievement of Ms. Brigette Dumont, our nominee for Technology Director beginning in December of 2022. Ms. Hagenbuch made the motion and it was seconded Ms. Janousek to accept the nomination of Ms. Brigette Dumont as technology Director. All members voted in favor and the motion passed. Teaching and Learning Presentation. Ms Shannon Swiger, Director of Teaching and Learning and Ms. Alison Kearney, Assistant Principal and Director of Studies at Noble High School shared with the board an overview of how the district fared academically and social emotionally in the past few years. The Superintendent shared with the board the trifold for board meetings that we have been editing for the past several meetings. Mr. Doiron made the motion and it was seconded by Ms. Neubert to approve the document as presented this evening. All members voted in favor and the motion passed. Other Business: The Superintendent shared with the board a brief update regarding the situation at Sanford High School on Tuesday. Mr. Dufort and Ms. Kearney shared with the board the whole situation as it played out that day. The conversation turned to debriefing and understanding the high level of impact a situation like this has on all of our community. There was a lot of board discussion around learning from this experience, working on honing our communication skills and analyzing the situation so that we can be even more prepared in the future. The vice chair shared the public input statement. Ms. Travers entered the meeting at 7:03 pm. Ms. Mallett joined the meeting at 7:04 pm. Public Input: None at this time Ms. Janousek made the motion and it was seconded by Mr. Doiron to approve the minutes of October 20 as amended. All members voted in favor except Ms. Neubert, who abstained, and the motion passed. Student Report: Ms. Echo Balistreri, student board representative, shared with the board the student report: Biking Club: met this Tuesday- students brought bikes to the school- Beau Lambert’s goals: students can learn how to repair the bikes they already have, help them to make jewelry utilizing parts of a bike (spokes) and organize group rides Rise: 8-12th grade students watched “The First Day”-- a film by Chris Herron -- Highlights the significance of the beginning of a substance or mental disorder rather than just focusing on the end. When people think of a drug addict they tend to imagine a rough looking individual who is on the brink of death rather than a physically normal looking person who excels in sports and appears to be “fine”. This set a heavier and more thoughtful tone for the remainder of the day- students and staff could reflect on their life and how they may be able to return to healthy habits themselves. The board then held a second review of the tri fold document that is provided at board meetings. More feedback was received and we will incorporate that for the third review at the next board meeting. MSMA conference update: The Superintendent and the Assistant Superintendent shared with the board the various sessions that were attended at the Maine School Board Association (put on by Maine School Management) conference in Augusta on October 27 and 28. There were excellent sessions focusing on strategic planning, teacher hiring and retention, use of social media, school to work programs, etc. It was a very worthwhile opportunity. Safety Forum update. This was held at 5:30 pm today. The presentation was taped and will be up on our website as well as our facebook pages today. Officer Koelker, Officer Fogg and the Superintendent shared information about our safety plans (without specific details). There were not many in the audience, but the availability on line will help and will bring up more questions for sure. Employment Update: Ms. Amanda Logan, special education teacher at the Knowlton School, tendered her resignation. Ms. Neubert made the motion and it was seconded by Ms. Lovejoy to accept the letter of resignation of Ms. Logan. All members voted in favor and the motion passed. Other Business: Mr. Doiron made the motion and it was accepted by Ms. Lovejoy to add in an executive session for Employee information. All members voted in favor and the motion passed. Mr. Doiron extended an invitation on behalf of the Berwick Christmas Parade Committee to march in the parade representing the MSAD 60 School Board. Please be at the Prime Tanning Parking lot at 1:15 on December 3rd if you are able to join in the parade. The Assistant Superintendent shared that we will be looking for a charge to begin developing the next five year strategic plan as our current plan ends in June of 2023. A timeline will be developed and shared at the next board meeting. Ms. Neubert made the motion and it was seconded by Mr. Doiron to charge the Central Office with updating the MSAD 60 5 year Strategic Plan. All members voted in favor and the motion passed.     November 15, 2022 Dear Noble Community, This notification is sent to provide further information and helpful resources after the non-credible threat was made to Sanford High School earlier this morning. In total, nine high schools across the state of Maine received similar non-credible threats as the one Sanford High School received. This was a hard day for many people not only here at Noble and York County but throughout the entire state of Maine. It pushes on our worst fears of violence in a school setting. That being said, administrators, teachers and staff across the district did an outstanding job keeping the day flowing for all students. While some upper grade level students acquired various pieces of information from peers, the lower grade level students didn’t have information and went about their day as usual. Students attending the morning session at Sanford Regional Technical Center (SRTC) were either picked up by a parent or authorized adult at a reunification spot in Sanford or arrived back at Noble High School late in the morning. While this event caused stress and concern for many people, it also reinforced that we have strong supports in place. Throughout the day districts across the state worked collaboratively with the Maine Information and Analysis Center and the Maine School Safety Center solidifying the partnerships among schools and first responders. Below is a listing of a few resources that may be of help if your student has questions.     Good Morning Noble Community, This correspondence is sent to update information regarding Sanford High School. Many of you may have heard reports that there was an active shooter at Sanford High School this morning. It has been verified that this was not credible. Similar reports actually occurred at a few other high schools across the state. Sanford High School followed their safety procedures and locked down the building. Noble High School students attending the morning session of SRTC were already in session and followed the procedures laid out by Sanford. Student Report: Civil Rights Team: Intermission is coming to an end as new organizers have been established- a club dedicated to the welcoming of students from all backgrounds and sexualities increases the school’s safety and limits harassment levels by making these differences of students normalized and celebrated. Cycling Club: proposed, meeting with interested students on Monday the 24th of October- will get students outdoors and provide new opportunities obscure to this school Flash Fiction Contest- Noble Competes organized second annual flash fiction contest- students are writing their stories which are all based off of the same prompt- winner gets a fun prize The board then reviewed the tri fold document that is provided at board meetings. A few updates need to be made and members discussed the editing that needs to be completed. The board had a quick review of the Drummond and Woodsum workshop that discussed the Human Rights Act, First Amendment Rights, Book Challenges and Public Input. The takeaways were how our educators are navigating a wide range of issues on a daily basis. The Superintendent shared and reviewed the 2022-2023 Budget Preparation Timeline for FY2024. Educational Update: Attendance for Students 91% to 98% Attendance for Staff… staff out with illness highest is 7 per school. Athletics Update: The regular season for Fall sports has ended for all sports except Football. Field Hockey finished 4th in the MPA Heal Points and will host Thornton Academy next Wednesday in the Quarterfinals Girls Soccer finished 11th in the MPA Heal Points and will travel to Thornton Academy on Friday for their Preliminary playoff game. Cross Country travels to their Regional meet this Saturday at Twin Brook in Cumberland. The state meet is next Saturday at Twin Brook. Football hosts Massabesic on Saturday for their Senior game and is hopeful to make a playoff bid. Volleyball and Boys Soccer had great seasons! Golf finished the regular season a few weeks ago with many athletes making a great postseason run. Winter Sports begin November 21st! Transportation Update: Driver shortages and employees being sick or out on medical leave continue to plague our department. Covid left us with two drivers out in the same week, in addition to what we have already been covering. We have continued to do our best to cover all routes, however we have had one or two that could not be covered since the beginning of the year. Collaboration with the technology director has resolved our issues with the tracking part of Ride 360. This should help parents trying to track bus locations. There are currently two employees who are close to being licensed. One has sent in for her skills test and should be getting a date back soon. The other is re-taking part of the written test to get permitted. Still unable to cover activity runs at this time. Anticipating a November start date. On a positive note, the difficulty of interactions between the Ride 360 application and other district student information systems has been resolved and will be better. Employment Update: Chris Russo, Technology Director has tendered his resignation. Ms. Mallett made the motion and it was seconded by Ms. Lovejoy to accept the resignation of Chris Russo with a great amount of appreciation and regret. All members voted in favor and the motion passed. Other Business: Ms. Hagenbuch shared her updated information collection document. The board had a discussion regarding the goals of the form and how to handle the questions that come in. We will be interested in how the citizens utilize the forms. The spirit of the format is to encourage participation and attendance at meetings. There are concerns that this could potentially be challenging to fit into the roles of communication that are already in place. Review of the process and the success of the program should happen on a regular or monthly basis. Ms. Janousek shared a question regarding photography in the school district and whether the photographer is up for bid on an annual basis. She also had questions regarding the sharing of information regarding what our district PTOs are doing in each of the towns. The board thought having them share their updates with us would be excellent. Ms. Whalen asked a question regarding a nutrition grant and how it is utilized in our district. The superintendent shared with the board that we have applied regularly and have received it consistently. The focus of the received funds has been on expediting breakfast in all of the schools. Ms. Whalen offered to work with the high school and register students who are eligible to vote. We will have Mr. Dufort, Noble High Principal, connect with her. Second Public Input: Ms. Travers made the motion and it was seconded by Ms. Lovejoy to go into executive session pursuant to 1M.R.S.A. §405(6)(D) Labor Contract Discussion- Teacher. There were eight in the audience. The vice chair shared the public input statement. Public Input: None at this time. Ms. Hagenbuch made the motion and it was seconded by Ms. Janousek to approve the minutes of September 22, 2022 as amended. All members voted in favor except Ms. Neubert and Ms. Manley, who abstained, and the motion passed. Student Report: Ms. Echo Balistreri reported that students are excited that new activities are becoming available now that covid restrictions are lifted. Seniors are filling out student aid applications and want to make a difference before they leave Noble High School. For example the garden by the athletic wing has been cleaned up, tulips have been planted to help fight the stigma of mental health. The athletic entrance now looks really nice. The only concern that Echo has heard is about building temperature. Classrooms are either too hot or too cold. Superintendent Beauvais spoke about the School Safety Overview. Each building has a Safety Committee that meets several times a year. These committees work on “Safety” which could mean anything from camera’s in the building or the ice in the parking lot and everything in between. Ms. Beauvais spoke about workshops offered by Maine School Safety Center, on ALICE, and CrisisGo training for staff. Administrators from each school spoke briefly about their buildings. Business Manager Denise Van Campen spoke to the September 2022 Financial Summary. All categories are where they are expected to be at this time of the year. Bus Lease Approval. Ms. Van Campen brought forward the proposal of a new bus lease. Last budget year, 3 new bus leases were approved. In June the State of Maine approved MSAD #60 to receive 5 new buses. Ms. Van Campen explained the lease and reimbursement process with the board. Ms. Neubert made the motion: I move that the Vote entitled, “Vote to Authorize Lease Purchase of Five (5) new school buses in the Principal Amount of $511,280,” be adopted in form presented to this meeting. Ms. Travers seconded the motion, all members voted and the motion was passed. Ms. Beauvais spoke of the October 1, 2022 enrollment. The Board asked a few clarifying questions. MSBA Annual Delegate Assembly. Ms. Beauvais asked if any Board member would be interested in attending this year's workshop. There was some discussion between members. Employment Update: Last year at this time we had hired 8 substitutes and this year we have 18. This is a very good start. We have 4 bus drivers in training who are in the process of passing their tests. Other Business: Mr. Doiron asked why the seventh grade students are not allowed to bring computers home. He would like to figure out how to get students allowed to bring computers home. Mr. Dones responded that middle school had added a statement about this in the latest newsletter. The change in practice reasoning included: students were often not charging laptops or forgot them at home so they were unable to fully participate in class. Chromebooks are being damaged and NMS is trying to deter costs on families. Most homework does not require technology. The school will monitor this practice moving forward. Ms. Hagenbuch is really impressed with the artwork in the town square of Noble High School. She additionally mentioned to Mr. Dones the newsletter and website look really good. Ms. Hagenbuch shared that she is creating a citizen question box for each town hall. Second Public Input: None. Ms. Neubert made the motion and it was seconded by Ms. Travers to adjourn the meeting. There were 10 in the audience. The vice chair shared the public input statement. Public Input: None at this time. Ms. Hagenbuch made the motion and it was seconded by Ms. Janousek to approve the minutes of September 8 as presented. All members voted in favor except Mr. Doiron, who abstained, and the motion passed. Ms. Heather Brown shared with the process of the fundraiser that she created on her own and was able to raise $1600 for the music and art programs within the Lebanon schools. She felt very strongly that this was a positive community event for Lebanon and for the schools. The board chair thanked her deeply for the generosity of her efforts and presented her with a unique plaque and a fall mum. It was a wonderful positive display of community support. Ms. Lovejoy made the motion and it was seconded by Ms. Janousek to accept the recommendation of the Educational Materials Challenge Committee to keep the book You Got This by Cornelius Minor in the MSAD 60 faculty resource collection of the library according to board policy IJJ. All members voted in favor and the motion passed. The Superintendent then updated the board regarding attendance over the last two weeks: Student: 89% to 98% Staff: 90% to 100% We still have vacancies in drivers, educational technicians, and other support staff positions. Substitutes are better than they were a year ago. We will continue to seek applicants. She updated the board regarding the Nov. 20th US Track and Field Cross Country event here at Noble High School. This is a first time event for our district that could potentially lead to ongoing events. Third Policy Second Reading: IHBAI: SPECIAL EDUCATION INDEPENDENT EVALUATION POLICY The policy committee met on 9/21 to discuss the policy and set the price point for an approved outside evaluation. Ms. Hagenbuch made the motion and it was seconded by Ms. Lovejoy to approve policy IHBAI: Special Education Independent Evaluation Policy as amended. All members voted in favor and the motion passed. Employment Update: Maurice Stickney, Hussey School 2nd grade teacher, has tendered his resignation. Ms. Lovejoy made the motion and it was seconded by Ms. Hagenbuch to accept the resignation of Maurice Stickney. All members voted in favor and the motion passed. Other Business: The Superintendent shared with the board the request of our Spanish Faculty at Noble High School to reinstate the Costa Rica trip in the spring of 2023. She gave the highlights of the trip and activities that students would be able to participate in. Mr. Doiron made the motion and it was seconded by Ms. Lovejoy that the Costa Rica trip be reestablished for this current school year. All members voted in favor and the motions passed. The Superintendent shared with the board policy KHB, Advertising in the Schools as we now have a digital platform to provide supportive advertising. The policy needs to be updated with the digital language. Delegate for the MSBA School Board Delegate Assembly. Who would like to represent the board this year. Board members discussed what this meant and they will take some time to think about it and hope to get a candidate to sign on at the next board meeting.     MINUTES OF THE BOARD OF DIRECTORS’ MEETING OF June 16, 2022 A meeting of the Board of Directors was held in person in North Berwick, Maine on June 16, 2022 at 6:30 p.m. with all members attending except Ms. Hopper. Mr. Doiron and Ms. Travers were remote, all others were present in person. There were 3 in the audience. The chair shared the public input statement. Public Input: None at this time Ms. Hopper entered the meeting at 7:05pm. The board then reviewed the Minutes of June 2, 2022. Ms. Hagenbuch made the motion and it was seconded by Ms. Lovejoy to approve the minutes of June 2, 2022. All members voted in favor except Ms. Hopper, Ms. Travers and Mr. Doiron who abstained and the motion passed. The board then reviewed the Minutes of May 26, 2022. Ms. Whalen made the motion and it was seconded by Ms. Lovejoy to approve the minutes of May 26, 2022. All members voted in favor except Ms. Mallett, Ms. Travers and Ms. Hopper who abstained and the motion passed. Ratification of the school budget, Ms. Mallet made the motion and it was seconded by Ms. Hagenbuch to The board then worked on their summer meeting schedule. Superintendent Update: Graduation went off flawlessly and it was a beautiful night. Congratulations to the class of 2022. Final day of the school year was today for staff and we had an opportunity Water update for all the elementary schools. They initially failed due to the fixtures, not plumbing or a supply line to the buildings. The fixtures are already in the process of being replaced. All will be taken care of within the summer months. Still waiting for the results for the MS and the HS. Employment: The Superintendent shared with the board the nomination of Ms. Amy Bayha as the Hussey School Assistant Principal. Ms. Mallett made the motion and it was seconded by Ms. Manley to approve the nomination of Ms. Bayha as Hussey School Assistant Principal . All members voted in favor and the motion passed. All members voted in favor and the motion passed. Other Business: The Assistant Superintendent shared the ESEA application draft that is there to open up the public input. In a July meeting we will bring the ESEA application forward for approval. The Superintendent thanked Ms. Rebecca Hopper for her years of dedicated service to the board. Ms. Hagenbuch shared with the board an update from Lebanon. She shared information regarding the field day at the school. Very fun and great to see the students running around and enjoying themselves. She also shared there’s a new online public source of community information: LebanonPublicSquare.Org Other: The Superintendent then swore in the newest board member, Lauren Janousek of North Berwick. Ms. Janousek will replace Ms. Hopper for the 2022-2025 school years. The board then discussed the board chair and vice chair positions and what’s next for the year ahead. The past rotation was discussed and it was decided that we would continue the process as is. Currently Lebanon holds the chair position and North Berwick is in the vice chair position. So if we continue, then North Berwick will hold the chair position and Berwick will hold the vice chair. After a discussion regarding those who are interested in the positions, the following motions were made: Ms. Lovejoy made the motion and it was seconded by Ms. Manley to nominate Ms. Stanton as board chair for the 20022/23 school year.     MINUTES OF THE BOARD OF DIRECTORS’ MEETING OF September 8, 2022 A meeting of the Board of Directors was held in person in North Berwick, Maine on September 8, 2022 at 7:00 p.m. with all members attending except Mr. Doiron. There were 3 in the audience. The vice chair shared the public input statement. Public Input: None at this time. Ms. Neubert made the motion and it was seconded by Ms. Lovejoy to approve the minutes of August 30th as amended. All members voted in favor except Ms. Manly, who abstained, and the motion passed. The Superintendent shared an update regarding the beginning of school. It has been a very positive opening across the board. There have been four open houses already. North Berwick, Hussey, Knowlton and the High School have already occurred. They were all well attended and it was exciting to see the parents and students in the buildings in person. The Superintendent shared enrollment figures: Hussey School 363 Knowlton School 244 (includes NB 5th grade) North Berwick 256 Hanson School 262 Lebanon Elementary 157 Noble Middle School 440 Noble High School 1212 Total of 2934 This is a 2% decrease from last year where we had 2997. Policy Second Reading: IHBAI: SPECIAL EDUCATION INDEPENDENT EVALUATION POLICY The policy committee met on 9/7 to discuss the policy and there are few changes that still need to be finalized before it’s ready to be presented to the board for approval. We will follow up in the next few days and it will be in front of the board on 9/22/22. The board then discussed the statement of respect for public input. The proposed language is: “We pledge to treat each other as we wish to be treated. We pledge to seek understanding when there may be disagreement. Regardless of outcomes or opinions, we pledge to move forward with respect.” There was conversation about how to ensure that the community is a part of the “we.” We added “as a community” to the beginning. And it will read… “We, as a community, pledge to treat each other as we wish to be treated. We pledge to seek understanding when there may be disagreement. Regardless of outcomes or opinions, we pledge to move forward with respect.” Ms. Travers made the motion and it was seconded by Ms. Neubert to approve the language of respect as amended. All members voted in favor and the motion passed. Update on the RFQ. We had an interview committee to determine the firm that will facilitate the ventilation projects in the upcoming year. The firm of Mechanical Services was chosen and we will be working with Don Bresnahan to move through the projects over the next several months. All work will be scheduled for the summer of 2023. No employment updates. Other Business: The Superintendent shared an email from Heather Brown with a donation for $1600 that is to be split between the Lebanon Schools Art and Music program. Hello my name is Heather Marie Brown... I recently have held a fundraiser in hopes of raising money for the Lebanon Maine Elementary School music and art programs. The fundraiser was held over the past 2 weekends at 2 different events (Higher Education Music and Art festival and The 4×4 Mud Runs) that happened within Lebanon Maine. I worked very hard over the last few months collecting prize donations not only from within the community but from companies all over the United States!! I also went and spoke to the Select Board and contacted the State of Maine to make sure I was doing everything right. I had also reached out the Elementary School and spoke to someone that didn't realize I needed to contact MSAD60 to let them know so I immediately did this once I found out. The original plan was to hold the fundraiser during the event focused on music and art but due to absolutely horrible weather and a few other logistical issues I only had a few hours on that Sunday to do any fundraising and felt that was not enough! So after communicating with the owners of the proving grounds it was decided the best thing I could do in order to raise the most amount of money was to come to their event the following weekend to finish out the fundraiser. I have kept the community updated every step of the way using Social Media. The fundraiser collected donations through several methods... A raffle for prizes, a 50/50 raffle and cash donations. I'm proud to say that between the 2 events I was able to raise $1600!!! ($500 at the first event...$100 cash dropped off at my house and $1000 at the second event) The intent of the money is to be split equally between the Lebanon Maine Elementary School music and art programs. That's $800 to each program!!! I truly hope the teachers will be excited and will be able to do some wonderful things with the money!! Study after study shows that children exposed to music and arts benefit through assistance with memory language and creativity. All areas of extreme importance for a developing brain. I hope everyone can recognize how much effort I have put into this project and truly how much community involvement went into it as well!!! I am forever grateful for this opportunity and the kindness shown by both event owners in regards to giving me the space to achieve this goal! I also truly appreciate the local and national businesses that stepped up to the challenge and provided raffle prizes!!! To me this is a prime example of how we can come together for the greater good!! Thank you for your time. Ms. Neubert made the motion and it was seconded by Ms. Travers to go into executive session pursuant to 1 MRSA 405(6)(A) Duties of Officials/Appointees/Employees. All members voted in favor and the motion passed. At 6:32 pm. Out at 6:49 pm The Public Board Meeting began at 7:00 pm with the pledge of allegiance with 3 in the audience. The vice chair shared the public input statement. Public Input: Mr. Robert Travers of Lebanon shared his concerns regarding mathematical proficiency statistics compared with the numbers of students that we are graduating. He asked how the district is planning on increasing the proficiency levels of mathematics. Superintendent Beauvais provided an overview of the testing, the curriculum and resources for staff. Ms. Mallett joined the meeting at 7:04 pm. Ms. Neubert made the motion and it was seconded by Ms. Mallett to approve the minutes of July 14th as amended. All members voted in favor except Ms. Janousek, who abstained, and the motion passed. The Superintendent read the Authorizing Resolution for Online Cash Management Services through Kennebunk Savings Bank. Ms. Lovejoy made the motion and it was seconded by Ms. Neubert to approve the Authorization Resolution for Online Cash Management Services. All members voted in favor and the motion passed. Ms. Jennica Osborne, French teacher at Noble High School, shared with the board the plan for the Quebec trip in March. She gave an overview and expectations and requirements. We are working with Jumpstreet, a travel program, to support the program. Ms. Osborne has been doing the trip for over 20 years and is very much looking forward to bringing Noble students back to Canada. We will be working to develop Ms. Mallett made the motion and it was seconded by Ms. Lovejoy to approve the Quebec trip for March of 2023. All members voted in favor and the motion passed. Mr. Eustachio Donnes, our district communication director, introduced himself to the board. His goal is to bring the district into a more active presence in our communication. He noted that the different generations in our community have a wide variety of ways that they may interact with the district. He is hopeful to strengthen our online presence and increase the interactions with all of our key stakeholders. Main goal is to have an increase in communications and therefore increase the positive communication output. First four steps: Visiting each school to connect with students, staff and other community members. Send out a district newsletter. Begin the online presence via social media. Make the website as accessible as possible. Planting the seeds to take next steps, surveys, data collection, etc. Streamline communication, create a timeline for healthy positive and reciprocal relationships with the community. Policy First Reading: IHBAI: SPECIAL EDUCATION INDEPENDENT EVALUATION POLICY The two day new teacher orientation occurred on August 24th and 25th. Topics included a district overview, including a bus tour of the three towns and all schools, technology and curricula expectations and building-based work. The Transportation Department is short four bus drivers. Everyone in the department who has a valid CDL will be driving a bus for the foreseeable future. There are four community members working toward their CDL and once received, will be able to be assigned a bus route. While the Transportation office is staffed to field any questions that come up, the director will be driving a bus route and therefore may not be able to immediately respond to questions directed specifically to her. That said, the response will be in the most timely manner possible. In light of the driver shortage, some of the Berwick and No. Berwick bus drivers have two “shuttle” runs to help address the staff shortages. SRTC started this week. Tuesday was the second day of SRTC. Attendance was high and there were no transportation issues to or from Sanford. Statement of Respect During Public Input, the board discussed this and then asked the policy committee to wordsmith a potential statement to share. Other Business: The September meetings will be September 8 and 22. Ms. Hagenbuch asked about a suggestion box for our community members. She asked about students who might not have returned due to medical issues and no mandate for masking. There were no known issues that there reported. The board discussed potentially adding a link to the school board minutes on the town websites. Second Public Input: Mr. Robert Travers of Lebanon had hoped that he came across respectful in his public input. He also shared he’d be willing to contract his services for the support of increasing math scores. Ms. Neubert made the motion and it was seconded by Ms. Lovejoy to adjourn the meeting.     Happy Summer Everyone, I hope you are finding some relief from the heat and are able to enjoy some family time with your children this summer. We have been working hard in preparation for the start of the 2022-23 school year. Annually, we need to ensure that we have proper contact information on file for every student in attendance. Rather than a paper and pen process, we give parents and guardians access to Infinite Campus to update these electronically. Please take a moment to log into your Infinite Campus Portal account in order to complete the annual update process. As you may know, we are desperately short of Bus Drivers, so you will notice a question allowing you to OPT - OUT of using MSAD #60 transportation at this time. Prompt completion of the Annual update will greatly assist us in refining our bus routes in order to accommodate all families who require transportation. All parents & guardians without an active parent account have received an automated email from infinite campus, with their unique account creation link. If your link has expired, please let us know via the Technology Help Desk. If you have forgotten your Username or Password, please use the related links on the portal page to recover them.     MINUTES OF THE BOARD OF DIRECTORS’ MEETING OF June 2, 2022 A meeting of the Board of Directors was held in person in North Berwick, Maine on June 2, 2022 at 7:00 p.m. with all members attending except Ms. Hopper, Mr. Doiron and Ms. Manley. Ms. Mallett and Ms. Travers were remote, all others were present in person. There were 6 in the audience. The chair shared the public input statement. Public Input: Ms. Jeri Basko of Lebanon shared her concerns regarding the book We Got This that was used for some professional development in the district. She feels that it is “garbage” and that the board should have not allowed the administration to push this book on staff. Essentially she feels ashamed that this is in our schools. She feels that the board is charged with safeguarding the students from what she believes is an inappropriate teaching tool. The board then reviewed the Minutes of May 5, 2022. Ms. Lovejoy made the motion and it was seconded by Ms. Stanton to approve the minutes of May 5, 2022 as amended. All members voted in favor and the motion passed. The board then reviewed the Minutes of May 19, 2022. Ms. Hagenbuch made the motion and it was seconded by Ms. Lovejoyto approve the minutes of May 19, 2022. All members voted in favor except Ms. Mallett who abstained and the motion passed. The board tabled the minutes of May 26th for the next meeting. Student report: The red carpet week for seniors is next week as they geared up for their finals. Their spirits are high with anticipation for graduation. Underclassmen have finals next week and they wrap up on the 14th. The Superintendent shared Lori Lodge as the nomination for assistant principal in the Lebanon Schools. Ms. Hagenbuch made the motion and it was seconded by Ms. Lovejoy to approve the nomination of Ms. Lodge as assistant principal. All members voted in favor and the motion passed. Academic Updates: Graduation is on June 10th. The plan is for an outdoor graduation. Convocation is Thursday evening at 6:00 pm. Athletic Updates: The regular season has ended for our Spring sports! Each team has made the playoffs this year! Outdoor Track travels to Bangor on Saturday for the Class A Maine State track meet! 14 Track and Field athletes have qualified for the state meet! Softball is hosting South Portland next Tuesday in the preliminary playoff round. First pitch is slated for 4:30pm. Baseball travels to Portland on Monday for their prelim game! First pitch is 4:30pm. Girls Lacrosse travels to Scarborough on Monday for their prelim playoff game! Game time is 6:30pm. Boys Lacrosse is waiting for the heal points to be finalized, however, we anticipate that they will be traveling to Thornton Academy for their first round of the playoffs! Educational Update:: Staff attendance for April 25-May 5, 2022 ranged from 90% to 100%. Student attendance ranged from 90 % to 98%. All very strong. Employment: The Superintendent shared the transfer of Ms. Lauren Shain from Assistant Athletic Director to PE teacher at NMS. She is looking forward to the position and being involved at the Middle School. The Superintendent then shared that Eustaquio Dones is being transferred from full time music at NBES to part time music teacher at the Knowlton School and will fill in the rest of his time as the PR coordinator for the district. This is a new position for us and we are looking forward to working with Mr. Dones and creating a proactive community approach. All members voted in favor and the motion passed. Other Business: Ms. Mallett discussed her opinion regarding the “We Got This” book. She felt like it was an interesting decision making tool. She felt like it had a lot of rationale that you might find in management or business classes. It focused on listening, revisiting information and making sure that students are approached in a way to provide an even playing field. Her take away was that it could be a useful tool. She very strongly felt that it had nothing offensive in it. Ms. Travers asked about the use of the book. She asked specifically about the use of the book in the classroom and with the teachers, asking about the intention of the use of the book. The board discussed that the book a bit more. It was noted that the intention of the book seemed to be about meeting children where they’re at and finding and filling their needs. Reminders around framing questions and ideas about how to engage with a variety of individuals were noted. Other: Ms. Neubert asked about the secondary water testing results and it was noted that they have not come back Ms. Hagenbuch made the motion and it was seconded by Ms. Stanton to go into executive session pursuant to 1M.R.S.A§405(6)(A) Evaluation of Officials/Appointees/Employees. All members voted in favor and the motion passed. In at 7:45 pm.   • MSAD 60 Water Test Sample Results Updated 7.6.22

    July 6, 2022 Dear Noble Community, Historically, water testing occurs for schools in the district that do not have town water. This current school year all schools, regardless of town or private well, will be/have been tested. Once results are in, the district notifies and posts results. At this writing, water has been tested at all schools and results can be found on the district web page: www.rsu60.org. Attached is an “Information Sheet” about lead in drinking water.     MINUTES OF THE BOARD OF DIRECTORS’ MEETING OF May 19, 2022 A meeting of the Board of Directors was held in person in North Berwick, Maine on May 5, 2022 at 7:00 p.m. with all members attending except Ms. Hopper, Mr. Doiron, Ms. Manley and Ms. Mallett. Ms. Travers was remote, all others were present in person. There were 9 in the audience. The chair shared the public input statement. Public Input: Rick Pelletier, of Lebanon, running for school board. He wanted to ask Stephanie Hagenbuch and Victoria Travers if they would be willing to work with him (if and when he is elected) to better inform the public in Lebanon. He shared that he sent an email asking this question and he is hoping that they would answer there. He also asked the other community board members if they would be willing to work with him (if and when he is elected) to bring more information to the public. He shared his goals and desires for the district if he were elected. The board tabled the minutes of May 5, 2022. We will review them at the next meeting to be voted upon. Educational Updates: The Superintendent shared with the board an update from North Berwick Principal Mike Archambault and Knowlton School Principal Michelle Keniston regarding the transition for the NB 5th graders into the Knowlton school next school year. Educational Update: The student attendance for the past week has ranged from 88%-94%. Staff illness absence ranged from a low of 1 to a high of 7 employees out at buildings. Solar Contract: The assistant superintendent shared an update regarding the solar contract that had been discussed with both the facilities and finance committee as well as with the whole board during budget presentations. We are working with Revision Energy to increase our use of solar energy and offset some of our electricity costs. The attorneys at Drummond Woodsum are reviewing the contract with Revision and we would like to sign the contract once it has been vetted by the attorneys. We will forward the contract to the board members for their review upon completion. If there are no questions or concerns, we will move forward. If there are any questions or concerns we will discuss those at the June 2 meeting. Employment The superintendent nominated the following teachers for the 22/23 school year: Brittney Langevin NMS Math, Clara Lord NMS Math, Amanda Liebau, NMS Science and Natalie Rentz NMS Social Studies. Additionally Christian Giddons NHS Choral Director and Christopher Taggert NHS Social Studies. Finally, Ms Beauvais nominated Elyse Forte NBES Kindergarten. Ms. Lovejoy made the motion and it was seconded by Ms. Hagenbuch to approve the nomination of Brittney Langevin as a NMS Math teacher. All members voted in favor and the motion passed. Ms. Lovejoy made the motion and it was seconded by Ms. Hagenbuch to approve the nomination of Clara Lord as a NMS Math teacher. All members voted in favor and the motion passed. All members voted in favor and the motion passed. Other Business: May 26th is our hearing and we would like to schedule an executive session after that meeting for a student situation. Public Input Ms. Jere Basko shared that she was expecting to be on the agenda to present to the board regarding the book “We Got This.” A meeting was set up with the superintendent’s office for next week to discuss. Mr. Rick Pelletier asked a question about the hiring process and what part the school board plays in that piece in the district.
