MINUTES OF THE BOARD OF DIRECTORS’ MEETING OF July 22, 2021 A meeting of the Board of Directors was held in North Berwick, Maine on July 22, 2021 at 7:00 p.m. with all members present except Mrs. Hopper and Mr. Doiron. The student representative was absent. There were 3 in the audience. Public Input for July 22, 2021: None at this time. Ms. Denise VanCampen, business manager, shared with the board the revenue return that the state has provided through the ED279. The legislature has also included a caveat for this year only, to be able to spend the funds or to return it to the towns. The district is receiving 1.2 million back from the state and the board discussed the options that are in front of us. Ms. Mallett made the motion with passion and conviction and it was seconded by Ms. Whalen to return the extra funding to the towns so that the tax assessments to the taxpayers will be lowered. All members voted in favor and the motion passed. Ms. Austin, Assistant Superintendent provided an overview of the ESEA application and the use of funds for 2021/2022. Ms. Mallett made the motion and it was seconded by Ms. Hagenbuch to approve the ESEA application for 2021/2022. All members voted in favor and the motion passed. The Superintendent shared with the board the following new hires: Ms. Hagenbuch made the motion and it was seconded by Ms. Mallett to accept the new hires: Amanda Saffer- Hussey Grade 3, Elizabeth Spiller- Hussey Kindergarten, Alexandra Amicone- Hussey Kindergarten, Sarah Mossman- ELKS Grade 4, Kelsey Murray-ELKS Special Education, Glenn Hoag-MHA SE Teacher, Rebeca Allain-NMS Grade 7 Science, Cheryl Shadrick-Hanson Grade 4, Molly Jacobson-NBES Speech Therapist, Tristan White- NBES SE Teacher, Sarah Abbott- NOLA Teacher, Melissa Denick- NHS MP Teacher, Katherine Dube-NHS English, Carly Patterson- NHS Spanish. All members voted in favor and the motion passed. The Superintendent then shared the resignations of the following staff: Heather Laviolette,Colleen Hill, Brooke St. Laurent, Caroline Schwab, Elizabeth Croston, Andrew Elwell, Aaron Watson Matthew Reid Ms. Elva Lovejoy made the motion and it was seconded by Ms. Travers to accept those letters of resignation. All members voted in favor and the motion passed. Student report: None at this time. Superintendent report: The Superintendent reported that the Bus Fleet has received a Clean inspection. Next Thursday, updated health and safety precautions from the CDC. We will be meeting with the DOE and DHHS for updates. Summer programming is going really well. North Berwick and Berwick programs are working out of Hussey. Middle School and High School are working out of the high school. Lebanon is at the Lebanon Elementary School. The normal vaccination mandates have come into effect. Currently there are approximately 100 students at the high school who are outstanding in terms of immunization. Not Covid related. Other: The Assistant Superintendent shared a commitment statement regarding Diversity, Equity and Inclusion. We remain steadfast in our commitment to the success of ALL MSAD #60 students. As a district, it is imperative we examine our role in addressing inequities. Our district-wide Diversity, Equity, and Inclusion (DEI) framework ensures the ongoing application of an equity and inclusivity lens in all district aspects. This essential work positions equity and inclusivity as the foundation to further the goals of our school district and lead to enduring sustainable change. Ms. Mallett made the motion and it was seconded by Ms. Hagenbuch to accept the Commitment statement. All members voted in favor and the motion passed. MINUTES OF THE BOARD OF DIRECTORS’ MEETING OF June 30, 2021 A special meeting of the Board of Directors was held virtually on June 30, 2021 at 5:30 p.m. with all members present except Ms. Mallett, Ms. Lovejoy, Ms. Hopper. The student representative was absent. . No public Input Student report: None at this time. The board met to discuss the hiring of two district administrators. The Superintendent shared the nomination of Ms. Nichole Ivey as assistant principal for Noble High School. Ms. Ivey has been the adult education director for both Noble and the Sanford School departments but is very interested in the K-12 population. She has met with the administrative team and all feel that she is a great fit to transfer into the position. Mr. Doiron made the motion and it was seconded by Ms. Travers to approve Ms. Ivey as assistant principal for Noble High. The Superintendent then shared the nomination of Ms. Christiane Allison as District Special Education Director. S. Allison comes to us from Rochester and is very excited about joining our team. Ms. Travers made the motion and it was seconded by Ms. Stanton to approve the nomination of Ms. Allson. All members voted in favor and the motion passed. Adjourned at 5:58 pm. MINUTES OF THE BOARD OF DIRECTORS’ MEETING OF June 17, 2021 A meeting of the Board of Directors was held virtually and in person in North Berwick, Maine on June 17, 2021 at 6:40 p.m. with all members present except Ms. Lovejoy, Ms. Stanton. The student representative was absent. The Superintendent brought forward our three former board members to honor them for their years of service. Ms. Linda Corliss of Berwick will be joining the Board of Selectman in Berwick and had to step down. Ms. Astrida Schaeffer of North Berwick was on the board for 3 years. Ms. Joanne Potter of Lebanon has been on the board from 2003 to 2021… 18 years. Unbelievable. Thank you for your service ladies. We appreciate you so much! Public Input: Jen England of North Berwick shared her letter of resignation along with a statement regarding her strong belief that the leadership has been silent on issues of diversity equity and inclusion in the district and in doing so have pushed her to leave her position. She spoke to another issue regarding not sharing information regarding graduation standards with the 2021 seniors as they were adjusted due to the impact of Covid-19 on instruction. She felt that those standard adjustments should have been relayed to students earlier in 2021. Other public input can be seen here. Student report: None at this time. Induction of the new board member, Victoria Travers of Lebanon. Ms. Mallett swore in the new board member and Ms. Travers joined the board. Nominations of the new board chair and vice chair. Ms. Mallet made the motion and it was seconded by Mr. Doiron to nominate Ms. Neubert as board chair for the 21/22 school year. All members voted in favor and the motion passed. Ms. Mallett made the motion and it was seconded by Ms. Manley to nominate Ms. Hopper as board vice chair for the 21/22 school year. All members voted in favor and the motion passed. Mr. Griffin Ivey, 5th grader, shared a presentation regarding the Confederate Flag for his culminating project for the Excel program. He gave a thorough overview of the history of the flag and what it stands for throughout American history. He asked the board to ban the flag on school property as he sees it as impacting others negatively. The board then reviewed the financial summary for May of 2021. Financial Summary May 2021 The board then had a brief discussion regarding the potential additional subsidy that would be returned to the district based on a legislative vote. The majority of the board felt that returning the extra finances to the town made the most sense. More discussion will follow at a future meeting. There was a desire on the part of the board to ensure that the funds that are returned go back to the taxpayers. The board discussed the warrant for the assessment of taxes based on the approved budget. Ms. Mallett made the motion and it was seconded by Ms. Hagenbuch that the warrant for assessment of taxes be approved by the board. Ms. Mallett made the motion and it was seconded by Ms. Hagenbuch to approve the new contract for the Superintendent of schools for the following two years. All members voted in favor and the motion passed. The Superintendent shared a donation of $1300 for the backpack program that was given by Megan, an MSAD 60 Student, and her dad. Megan biked 60 miles with her dad following her and picking up donations all along the way. Employment: Ms. Mallett made the motion and it was seconded by Ms. Travers to appoint James Winslow as assistant principal for the Multiple Pathways and 8th grade teams. All members voted in favor and the motion passed. The superintendent provided an update regarding the high school principal search for Noble High. After two rounds of interviews, it was noted that we did not have a successful candidate for the position. After meeting with the current administrative team, the Superintendent and Assistant Superintendent encouraged the board to hire Mr. AJ Dufort, current assistant principal for the role of Noble HS principal for the 21/22 school year. The board felt strongly that this was the appropriate move as Mr. Dufort has principal experience and is a strong leader in the district. Mr. Doiron made the motion and it was seconded by Ms. Hagenbuch to appoint Mr. Dufort as principal for the Noble High School. All members voted in favor and the motion passed. Ms. Hagenbuch made the motion and it was seconded by Ms. Travers to approve the nominations of the following teaching staff for the 21/22 school year. Michael Hallinan: NHS English, Shannon Jenkins: NHS French, Kaiulani Anderson-Andrei: Hussey Grade 3, Jesse Young: Hussey PE, Erin Olson: LES Grade 4, Rebecca Cosgrove:Hanson Gr 3, Sarah Millett:NMS Grade 7 ELA, Abigail Ackley:NMS Grade 7. All members voted in favor and the motion passed. Ms. Hagenbuch made the motion and it was seconded by Mr. Doiron to approve the resignations of the following staff: Marc Bisson: NBES (.5) Assistant Principal/ (.5)Literacy, Jennifer England: NHS Multiple Pathways, Kelli McGlinn: NHS Special Education, Jordan Larrabee: NMS Special Education, Meghann Lyon: Hussey Kindergarten,Traci Hiett: NHS Guidance Secretary. All members voted in favor and the motion passed. Other: Graduation was really positive and very NORMAL! Project Graduation was also fabulous and was very appreciated by the students who attended. MINUTES OF THE BOARD OF DIRECTORS’ MEETING OF June 3, 2021 A meeting of the Board of Directors was held virtually and in person in North Berwick, Maine on June 3, 2021 at 7:15 p.m. with all members present except Ms. Hopper. The student representative was absent. There were 6 in the audience. Public Input for June 3, 2021: No public Input Ms. Potter made the motion and it was seconded by Ms. Neubert to accept the minutes of May 20, 2021. All members voted in favor except Ms. Malett and Ms. Schaeffer who abstained and the motion passed. Student report: None at this time. The Noble Online Learning Academy (NOLA) student council shared an overview of the work that they were able to complete in the area of community service over the past year. Ms. Brigette Dumont shared with the board pictures and details of their work. They had food drives to support the food pantry, the backpack program, and the animal welfare society. They also shared a thank you to all of the teachers and supporters that they have encountered and appreciate what they have done for them. Ms. Hopper joined the meeting at 7:25 pm. Employment: The following new staff were presented to the board for approval: Catherine Brady, Heather Carver, Tylor Dupont, Jackie McGarry, Lisa Bilecki, Kelly Woodhouse, Casey Powden. Ms. Neubert made the motion and it was seconded by Ms. Corliss to approve all nominated staff, members voted in favor and the motion passed. Educational Update: The Superintendent shared the programming for educational recovery. Special Education: We have offered 4 hours on Thursday for anybody who is interested. Teacher or parent referral. We sent surveys out to all parents. We have about 100 students interested. It will look like a typical elementary school day. Morning meeting, some academics, some structured social activities and lunch. This is not IEP driven for most (although there are a few who are having IEP services). The plan for "true recovery" is to discuss at each IEP meeting in the fall and then make an individual plan for each child. The Elementary programs will be running regular summer school programming and support in math and language arts. The Middle School and High School will run their summer school programs to support students moving forward academically. Superintendent update: An update on Staff vaccinations: At this point approximately 33% of our entire staff (number wise) have shared that they are vaccinated. Other: Ms. Mallett shared that several of us had just attended the Noble Adult and Community Education graduation and shared her feelings about how impressed she was with the ceremony, the students and the process. She encouraged all of the board members to attend if the opportunity arises in the future. Ms. Mallett also expressed a thought of providing a mentor to new board members as they come onto the board. She asked that people be thinking about how to provide the support. Mr. Doiron made the motion and it was seconded by Ms. Corliss to adjourn the meeting. September 12, 2021 Dear Families, The District is keeping up with all the latest information and recommendations from the CDC/Maine Department of Education/Maine Department of Health and Human Services in order to make the best programming and safety decisions for our students and staff. The purpose of this correspondence is to gather feedback from parents or guardians on the topic of pool testing. For those unfamiliar with pool testing, it is one of several strategies the Maine CDC/Maine Department of Education recommends as one option for school districts to address/manage COVID-19. Below is an overview of pool testing followed by a brief survey. Pool testing is complex so we would appreciate you taking a few moments to gain a better understanding of what it entails prior to completing the survey. Please complete the first two questions of the survey even if you are not interested rather than leaving it blank. Thank you. What is pooled testing? Pooled Testing involves doing ONE COVID test on multiple (think classroom or cohort) samples. Students swab themselves, once a week, and place their individual swabs in one tube or container. The samples are sent out of district, to a local lab, and results are expected within 24-48 hours. If the result is NEGATIVE, we can be confident that there are no students in the group positive for COVID-19 at that time of testing. If the result is POSITIVE, we know that at least one person in the group is positive for COVID-19 (next steps detailed below). Is student participation required? No, participation is optional. Will teachers/staff be participating? Yes, if they choose to. Is there a cost to families associated with this testing plan? No What are the benefits of pooled testing? It is an important public health surveillance tool to assess levels of COVID in our community (schools). It can identify pre-symptomatic or asymptomatic individuals. These are people who are not aware that they have a COVID infection. It will decrease the need to quarantine whole classes/cohorts. What happens if there is a positive in the “pool”? If a positive result shows up in a particular pool, all participating students in the cohort/classroom will be tested using the BinaxNow antigen (rapid) test as soon as possible after receipt of the positive pool result. This test will be administered at school, by school personnel, and typically would happen by 48 hours after the pooled test. If there are any students in the cohort/classroom who are not participating in pooled testing, they WILL need to quarantine and be considered close contacts per the Maine Department of Education and CDC protocols. What happens when the rapid COVID test is administered? Participants who test negative will NOT need to quarantine as close contacts. Participants who test positive will need to isolate per Maine DOE and CDC guidelines the same as they did last year. If ALL rapid tests are negative, the rapid test will be repeated the next day. How will students be identified? Student names will not be included on the pool sample. The tube/container is associated with a classroom or cohort, not individual students. Students will be identified privately for results from the follow-up rapid test. If interested, should my student participate even if fully vaccinated? Yes, there is always the possibility of breakthrough infections. Can my student participate if they have had COVID? Yes, if the COVID infection was more than 90 days ago. In summary: Pooled testing in an optional strategy to gather information on case rates in a given classroom or cohort. The process occurs after parents/guardians sign up their students to participate in weekly testing. Testing occurs one time per week and results are sent back to the district within 24 to 48 hours. Students, regardless of age, would swab themselves. Teachers, or other school personnel, would support students with the process as far as blocking out time for testing, follow up, and assisting with ongoing organization. School personnel would be following up on any positive cases and communicating with families. Below is the survey which will help the district gauge parent/guardian interest in pool testing as one mitigation strategy. September 7, 2021 Dear Students, Families, and Staff, This letter is to provide updated case information as we continue to navigate this year with transparency. We have had three individuals associated with Noble High School and Mary Hurd Academy who have tested positive for COVID-19. Close contacts have been notified. COVID-19 is a respiratory illness that ranges from mild to severe. It can be more severe in adults 60 years and older and in those with underlying conditions. The virus mainly spreads when an infected person coughs or sneezes and an uninfected person breathes in the virus. Signs and symptoms include: • fever or chills • new loss of taste or smell • cough • sore throat • shortness of breath or difficulty breathing • congestion or runny nose • fatigue • nausea or vomiting • muscle or body aches • diarrhea • headache Please keep in mind that many things can cause respiratory illness, so students and staff should be up-to-date on influenza and routine vaccinations. Maine CDC recommends preventive measures to prevent the spread of COVID-19. These measures include proper handwashing with soap and warm water, which is especially important after using the bathroom, before eating, and after blowing your nose, coughing, or sneezing. When soap and water are not available, use an alcohol-based hand sanitizer with at least 60 percent alcohol. Avoid touching your eyes, nose, and mouth with unwashed hands and avoid close contact with people who are sick. Cover your cough or sneeze into a tissue, then throw the tissue in the trash. Clean and disinfect frequently touched objects and surfaces using a regular household cleaning spray or wipe. A reminder to use the daily health screening tool. Please do not send your student to school if you are waiting for test results. Any changes to the current situation will be relayed to our families as quickly as possible. Dear Noble Community, This is being sent to provide an update on the first few days of school. It was so nice welcoming all students back into their “home” buildings and familiarizing students with grade specific routines and daily schedules. We thank you for your patience with arrival and dismissal times. There are a lot of parents/guardians choosing to pick up their student(s) at school dismissal time again this year. While we are aware the PikMyKid app used at the elementary school will help streamline the dismissal process in the long run, it does take a little time for those new to the process to become accustomed to. Thank you for your patience as families unfamiliar with the app. work through it. Here is an update on positive case information: One individual associated with No. Berwick Elementary School has tested positive for COVID-19. Due to the latest state and county information on COVID 19 transmission and positivity rates, universal masking is in effect for all Kindergarten through Twelfth Grade students and staff. August 27, 2021 Dear MSAD #60 Community; This is being sent to inform the community of updated positive case information: Three individuals associated with Noble Athletics (middle school and high school) have tested positive for COVID-19. Two individuals associated with No. Berwick Elementary School have tested positive for COVID-19. In all cases, close contacts, if any, have been identified and parents have been notified. Please continue to monitor your student for any signs or symptoms of COVID-19 using the daily health screening: link and please do not send your child to school if he/she has been tested and you are awaiting results. If you have any questions, please contact your school’s nurse. Dear Noble Community; Last evening, August 19, 2021 the MSAD #60 Board of Directors met for their August meeting. This correspondence is to relay information from the meeting as it relates to the 2021-2022 school year. Here is some general information: Noble Schools will open with in-person learning 5 days a week. The first day of school for students is September 1, 2021. All schools will send out information on the timing of the school day, student arrival and pick up, and the Wednesday late arrival/early dismissal times. The district is reverting back to the “traditional” late start/early release model we used up until the 2020-2021 school year. All students will be back to their home based schools. Here is a reminder of the schools/grade levels by town; Berwick: Hussey School Kindergarten to Grade 3, Knowlton School Grades 4 & 5 Lebanon: Hanson School Kindergarten to Grade 3, Lebanon Elementary Grades 4 & 5 North Berwick: North Berwick Elementary School Kindergarten to Grade 5 Noble Middle School: Grades 6 & 7 Noble High School: Grades 8-12 These Mitigation Strategies will be in place for the fall: Daily At Home Symptom Screening- this will be sent out prior to September 1, 2021 Hand Hygiene Physical Distancing to the extent possible/Cohorting/Assigned Seating Staying at home when sick/ getting tested Contact Tracing/Isolation/Quarantine Ventilation-regular replacement of air filters in the mechanical systems in schools, increased airflow in classrooms Increased cleaning based on CDC guidelines Transportation-the CDC currently mandates face masks/coverings while riding the bus to/from school School Nutrition-following all best practices and protocols for hygiene and safety Minimizing visitors in the school setting MSAD #60 strongly agrees with the Centers for Disease Control that the best instructional environment for students to learn is in-person, in the school setting. We do, however, recognize that there may be students who are unable to access in-person learning due to health conditions. We will provide a remote program for those families who have requested and provided medical documentation that identifies the necessity of remote learning due to COVID-19. Please contact the building administrator in your child’s school for further direction. Please be aware that after a very lengthy and lively deliberation, the board voted for universal masking in the elementary schools and Noble Middle School and optional masking for Noble High School. Last year we were very fortunate to have a great deal of parent and family cooperation as we navigated a tenuous school year with COVID-19. In our efforts to communicate and keep everyone updated, the district will continue to send positive case information through the district-wide communication system. Please sign up if you are planning to have you/your student/other family members participate: York County Registration Form As stated in our last District Newsletter, the goal and intent of MSAD #60 is to have all students back to full time learning in their home-based school come September. That said, the District is keeping up with all the latest information and recommendations from the CDC/Maine Department of Education/Maine Department of Health and Human Services in order to make the best programming and safety decisions for our students and staff. The purpose of this correspondence is to gather feedback from parents or guardians on the topic of pool testing. For those unfamiliar with pool testing, it is one of several strategies the Maine CDC/Maine Department of Education recommends as one option for school districts to address/manage COVID-19. Below is an overview of pool testing followed by a brief survey. Pool testing is complex so we would appreciate you taking a few moments to gain a better understanding of what it entails prior to completing the survey. Please complete the first two questions of the survey even if you are not interested rather than leaving it blank. Thank you. What is pooled testing? Pooled Testing involves doing ONE COVID test on multiple (think classroom or cohort) samples. Students swab themselves, once a week, and place their individual swabs in one tube or container. The samples are sent out of district, to a local lab, and results are expected within 24-48 hours. If the result is NEGATIVE, we can be confident that there are no students in the group positive for COVID-19 at that time of testing. If the result is POSITIVE, we know that at least one person in the group is positive for COVID-19 (next steps detailed below). Is student participation required? No, participation is optional. Will teachers/staff be participating? Yes, if they choose to. Is there a cost to families associated with this testing plan? No What are the benefits of pooled testing? It is an important public health surveillance tool to assess levels of COVID in our community (schools). It can identify pre-symptomatic or asymptomatic individuals. These are people who are not aware that they have a COVID infection. It will decrease the need to quarantine whole classes/cohorts. What happens if there is a positive in the “pool”? If a positive result shows up in a particular pool, all participating students in the cohort/classroom will be tested using the BinaxNow antigen (rapid) test as soon as possible after receipt of the positive pool result. This test will be administered at school, by school personnel, and typically would happen by 48 hours after the pooled test. If there are any students in the cohort/classroom who are not participating in pooled testing, they WILL need to quarantine and be considered close contacts per the Maine Department of Education and CDC protocols. What happens when the rapid COVID test is administered? Participants who test negative will NOT need to quarantine as close contacts. Participants who test positive will need to isolate per Maine DOE and CDC guidelines the same as they did last year. If ALL rapid tests are negative, the rapid test will be repeated the next day. How will students be identified? Student names will not be included on the pool sample. The tube/container is associated with a classroom or cohort, not individual students. Students will be identified privately for results from the follow-up rapid test. If interested, should my student participate even if fully vaccinated? Yes, there is always the possibility of breakthrough infections. Can my student participate if they have had COVID? Yes, if the COVID infection was more than 90 days ago. In summary: Pooled testing in an optional strategy to gather information on case rates in a given classroom or cohort. The process occurs after parents/guardians sign up their students to participate in weekly testing. Testing occurs one time per week and results are sent back to the district within 24 to 48 hours. Students, regardless of age, would swab themselves. Teachers, or other school personnel, would support students with the process as far as blocking out time for testing, follow up, and assisting with ongoing organization. School personnel would be following up on any positive cases and communicating with families. Below is the survey which will help the district gauge parent/guardian interest in pool testing as one mitigation strategy. MINUTES OF THE BOARD OF DIRECTORS’ MEETING OF May 20, 2021 A meeting of the Board of Directors was held virtually in North Berwick, Maine on May 20, 2021 at 7:00 p.m. with all members present except Mrs. Schaeffer and Ms. Mallett. The student representative was absent. There was 1 in the audience. Public Input for May 20, 2021: No public Input Ms. Potter made the motion and it was seconded by Ms. Hagenbuch to accept the minutes of April 8, 2021. All members voted in favor except Ms. Manley who abstained and the motion passed. Ms. Potter made the motion and it was seconded by Ms, Corliss to accept the minutes of May 6, 2021 All members voted in favor except Ms. Schaeffer, who abstained and the motion passed. Ms. Corliss made the motion and it was seconded by Ms. Hopper to add 6B, MSAD teacher’s contract. All members voted in favor and the motion passed. Student report: None at this time. Donations gladly accepted: The Friends of 2021 donated $2,560 to be used for Class Dues and Project Graduation. An anonymous donation of $4,000 to be used for Class Dues and Project Graduation. Spence and Mathews donated $2,000 to be used for Class Dues and Project Graduation. Ben and Elise Row donated $1,000 to the Backpack Program and Apple is going to match their donation! Ms. Hagenbuch made the motion and it was seconded by Ms. Corliss to accept the donations with appreciation and enthusiasm. All members voted in favor and the motion passed. The Superintendent held a brief discussion with the board about the necessary approvals of the admin and teacher contracts. The board determined that they would move the approvals to the next meeting on June 3 and we would set up an executive session before or after the next meeting to discuss the contracts as needed. Employment: The following new staff were presented to the board for approval: Ms Emma Brewer- NBES Kindergarten, Ms Jessica Gapsis- Transition Specialist (Special Education),Ms Alison Howard- Hussey Kindergarten, Ms Jaden Johnson-High School Math, Ms Stephanie King- Lebanon Grade 2, and Lindsay Tibbetts- NMS Phys Ed. Mr. Doiron made the motion and it was seconded by Ms. Corliss to accept the nominations of Ms. Brewer, Ms. Gapsis, Ms. Howard, Ms. Johnson, Ms King and Ms. Tibbetts. All members voted in favor and the motion passed. Resignation: Superintendent Beauvais shared the resignations of Ms. Lindsay Morin MacArthur and Ms. Amy Lessard both of the Hussey school. Ms. Hagenbuch made the motion and it was seconded by Mr. Doiron to accept the resignations of Ms. MacArthur and Ms. Lessard. All members voted in favor and the motion passed. Superintendent Report: Superintendent Beauvais introduced Ms. Amy Creighton to talk about the many changes and updates regarding Covid and the mandates. Since April break we have had a total of 9 cases of Covid. The last three to four cases at NMS and NHS have allowed us to utilize the seating chart version of close contact tracing and it has helped immensely in reducing the number of students needing to quarantine. Teachers are doing an excellent job. The travel guidance has been changed to “You can travel to all states except…” and currently no states are on the “except list.” We can be maskless and not have to physically distance outside. That is a new piece. We will be communicating out to families and staff over tomorrow and the weekend. The adult distancing requirements have been removed. Distancing requirements for indoor spacing for musical activities have been reduced. Over the counter tests are not accepted at this point. Close contact definitions have been updated. A pool testing program from the state of Maine has been talked about used as a mitigation strategy if you cannot be able to maintain a 3 foot distance. We can maintain that three foot distance, so we do not necessarily need to do the pool testing. Other: 200 signs for the seniors delivered by our teaching staff at NHS. These were very well received and the students and parents were thankful. Last day is a half day and a communication will go out to parents to inform them. Minutes of the MSAD 60 School Budget Hearing May 20, 2021 6:30 pm Recorded and live streamed via You Tube Present for board members… Travis Doiron, Denise Mallett, Joanne Potter, Nancy Neubert, Rebecca Hopper, Linda Corliss, Stephanie Hagenbuch Present representing MSAD 60 Central Office: Audra Beauvais, Superintendent, Susan Austin, Assistant Superintendent and Denise Van Campen, Business Manager There were 2 community members present. The Superintendent opened with a welcome . The Superintendent provided the process for this budget hearing which is very different from the past due to the Covid-19 virus concerns. She will share the four items that the citizens will vote on at the June 8th referendum. She will then open the floor up for clarifying questions. The Superintendent shared that there would be no voting this evening as is typical in a budget meeting. The state of Maine provided specific guidance for this process this year. Superintendent Beauvais provided an overview of the first budget question which covers articles 1-11 (Regular Instruction, Special Education, Career and Technical Education, Other Instruction, Student and Staff Support, System Administration, School Administration, Transportation and Buses, Facilities Maintenance, Debt Service, and Other Commitments and All Other Expenditures). There were no questions.. There were no other questions and the Superintendent moved on to Article 12. Article 12 discusses Essential Programs and Services. The School Board recommends that the District appropriate the amounts set forth below for the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act and raise and assess the amounts set forth below as each municipality’s contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act in accordance with the Maine Revised Statutes, Title 20A, section 15688. Recommended amounts set forth below: Total Appropriated Total Raised (by municipality): (and District assessments by municipality): Town of Berwick $15,623,960 Town of Berwick $6,073,143 Town of Lebanon $11,753,383 Town of Lebanon $4,797,397 Town of North Berwick $8,035,079 Town of North Berwick $4,555,135 Total Appropriated (sum of above) $35,412,422 Total Raised (sum of above) $15,430,675 State Mandated Explanation: The District’s contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act is the amount of money determined by state law to be the minimum amount that the District must raise and assess in order to receive the full amount of state dollars. With no questions regarding EPS, the Superintendent moved on to Article 13 Other Local Tax Revenues for the 2021-2022 school budget. Article 13 recommends that the district raise an appropriate $6,155,440.00 in additional local funds beyond the EPS funding. There were no questions regarding this Article. The Superintendent moved on to Article 14 which is the total sum of the school budget: $43,631,658. There were no questions regarding this total. We then moved on to the Referendum questions on budget and related fiscal matters. VOTER INFORMATION FOR Question 1 The Maine School Administrative District No. 60 school budget submitted in this Question 1 totals $43,631,658.00. It includes locally raised funds in the amount of $21,586,115.00 to be assessed in shares to member municipalities in accordance with the District’s cost sharing formula and state law. The locally raised amount exceeds the maximum state and local spending target by $6,155,440.00. School Board Recommends a “Yes” Vote. There were no questions regarding Question 1. Question 2: District Nutrition Program: Shall the District be authorized to raise and appropriate $140,000.00 for the school nutrition program with authorization to expend any additional, incidental, or miscellaneous receipts in the interest and for the well-being of the school nutrition program? School Board Recommends a “Yes” Vote. There were no questions regarding the District Nutrition Program. Question 3: District Adult Ed Program. Shall the District be authorized to appropriate $311,774.00 for adult education and raise $190,265.00 as the local share, with authorization to expend any additional, incidental, or miscellaneous receipts in the interest and for the well-being of the adult education program? MINUTES OF THE BOARD OF DIRECTORS’ MEETING OF May 6, 2021 A meeting of the Board of Directors was held virtually in North Berwick, Maine on May 6, 2021 at 6:45 p.m. with all members present except Mrs. Hopper. The student representative was absent. There was 1 in the audience. Ms. Potter made the motion and it was seconded by Ms. Neubert to enter executive session Executive Session 1MRSA §405(6)(A) Appointment of Employee. All members voted in favor and the motion passed. In at 6:47 pm. Out at 7:05 pm. Public Input for May 6, 2021: Mr. Legget of Lebanon shared with the board his concern regarding the DOE newsletter released in December of 2020 regarding Diversity, Equity and Inclusion. There was some specific language that concerned Mr. Legget in that it implied that all systems were supporting inequity and that we are potentially racist. He feels strongly that the school system has done a good job and that there is no racism. He is concerned that staff who are reading the DOE newsletter may be interpreting this information differently and may be not necessarily following the board’s direction. He asked that the board take the lead in this conversation. The Assistant Superintendent then read the other public input. Ms. Potter made the motion and it was seconded by Ms. Neubert to accept the minutes of March 25,2021. All members voted in favor except Ms. Manley who abstained and the motion passed. Ms. Potter made the motion and it was seconded by Mr. Doiron to accept the minutes of April 1, 2021 All members voted in favor except Ms. Schaeffer, who abstained and the motion passed. Ms. Potter made the motion and it was seconded by Ms. Corliss to accept the minutes of April 15, 2021. All members voted in favor and the motion passed. Student report: None at this time. The Superintendent discussed with the board the annual authorization to transfer funds of up to 5% of line items in the budget as the fiscal year comes to a close. Mr. Doinron made the motion and it was seconded by Ms. Corliss to approve the following: Pursuant to section 1485(4) of Title 20-A, the Superintendent of Schools be authorized to transfer not more than 5% of the total appropriation for any cost center in the current fiscal year operating budget to another cost center or among other cost centers, provided that the total current fiscal year operating budget shall not be increased by such transfers. All members voted in favor and the motion passed. The superintendent updated the board on: Attendance…Student attendance for the week of 4/26 ranged from 89% to 94% Student attendance for the week of 5/3 ranged from 89% to 97% Staff attendance for the week of 4/26 was at 95% Staff attendance for the week of 5/3 ranged from 93% to 97% Athletics has been very busy. The current records at this time are: Baseball 3-1 Softball 2-2 Girl’s LAX 0-4 Boys LAX 1-2 Track numbers are strong and first meets were underway. The masking requirement has been lifted based on the Maine Principals Association guidance. We are following that guidance. Ms. Mallett asked about how many of our teachers were vaccinated. We have 120 plus staff who have provided documentation of vaccination. There are likely many more who have not turned in their documentation. Employment: Ms. Shawna Street, Counselor at NBES, requested a LOA for the 2021/2022 school year. Mr. Doiron made the motion and it was seconded by Ms. Neubert, to approve the leave of absence. All members voted in favor and the motion passed. The Superintendent shared the retirement letter of Ms. Sharon Thompson, PE teacher at the Hussey School in Berwick. All members voted in favor and the motion passed. Superintendent Report: The School Nutrition Program received a $5000 grant through the Full Plate/Full Potential Program. Kudos to Ms. Hubbell! York County Superintendent meeting discussed vaccination clinics through the school systems. At some point students will be offered vaccinations and we will be partnering with York Hospital to offer those. The board was updated on presentations of the budget to the Selectmen in each town. North Berwick meeting was Tuesday, May 4, Berwick is Tuesday May 11 via ZOOM and Lebanon is Thursday May 13th at 5:30 pm. Other: The board then discussed the potential proposed plan of bringing the elementary school aged children back to school for an extra 30-45 minutes in the morning. This would mean starting the day at the “normal'' start time from years past. There was a lot of feedback on if this would be helpful to students or not. The board left the conversation asking for the Superintendent to gather more information about transportation and long term benefit. They will hear back from the Superintendent over the next several days and make a decision from there. Reminder that Graduation is on June 12th and that the seating is limited due to Covid guidelines. Ms. Potter made the motion and it was seconded by Ms. Neubert to adjourn the meeting. MINUTES OF THE BOARD OF DIRECTORS’ MEETING, April 8, 2021 A meeting of the Board of Directors was held virtually and in person at Noble High School on April 8, 2021 at 7:00 pm, with all members present except Mr. Doiron and Ms. Manley. Ms. Neubert shared the public input statement. Public Input Mr. Doiron entered the meeting at 7:10 pm. Ms. Amy Chasse, our financial auditor from RKO shared the overview of the 19/20 fiscal year. She shared that we had a clean audit this year with no findings. All tests were met with no issues. All testing was clean. Payroll, federal funds, receipts were all examined and verified. Again, there were no negative findings. No management comments on any of the school activity funds. Ms. Potter made the motion and it was seconded by Ms. Hagenbuch to accept the minutes of March 25, 2021. All members voted in favor except Ms. Neubert, Ms Schaeffer who abstained and the motion passed. Ms.Potter made the motion and it was seconded by Ms. Corliss to approve the FY 22 School Nutrition program budget. All members voted in favor and the motion passed. Ms. Potter made the motion and it was seconded by Ms. Corliss to approve the FY 22 Adult Education Budget All members voted in favor and the motion passed. Ms.Potter made the motion and it was seconded by Ms. Corliss to approve the FY 22 school budget of $43,631,658 and the local share $21,586,115. All members voted in favor and the motion passed. The board then discussed the format for our budget meeting on May 20, 2021. After several minutes of questions and conversations the board agreed that there will be a virtual budget presentation and we will provide an opportunity for the public to ask and receive questions. Those questions will be published on the website well in advance of the school referendum vote. The budget referendum is scheduled for June 8, 2021. Ms. Corliss made the motion and it was seconded by Ms. Neubert to accept $500 from Stonewall Kitchen with gratitude. All members voted in favor and the motion passed. Ms. Corliss made the motion and it was seconded by Ms. Potter to accept the $550.40 from the NB PTO. All members voted in favor and the motion passed. June 8, 2021 Dear Parents and Guardians, York Hospital will be hosting a Pfizer Covid-19 vaccine clinic for age-eligible students on Thursday, June 10th from 2:30 - 5:00 pm in the big gym at Noble High School. The Pfizer vaccine is a two dose series available for children ages 12+ authorized by the Food and Drug Administration under an Emergency Use Authorization. If you are interested in signing your child up for this optional vaccine, please review the attached documents and bring the completed registration form on each day of the clinic (a new form will be needed on each vaccination day). Paper copies will be made available at the Noble Health Center if you would like your student to bring one home ahead of time. Please park in the "B" or "C" Parking lot and enter the school through the athletic wing on the day of the clinics. When arriving at the vaccine clinic, please enter directly into the gym (not the athletic entrance) and please do not attempt to enter the school prior to the start of the clinic at 2:30, we need time to complete our school dismissal process safely. If your child participates in this clinic, or has already received their two doses of the covid-19 vaccine, providing a copy of their vaccine card to the school nurse will help when performing contact tracing in future covid cases in our schools. Once your child is "fully vaccinated" (14 days after their last dose), they will no longer need to be considered as a "close contact" and will not need to quarantine if exposed to Covid-19. - K-11 Remote Learning 6/8/21
All Kindergarten through Eleventh Grade students will participate in remote learning on June 8, 2021. This is due to extreme temperatures/humidity and the requirement that students and staff wear a mask in the school buildings. In keeping with the latest updates from the Governor Mills’ administration, starting on Monday, May 23rd, students in Kindergarten through grade twelve will not need to wear a mask when outside. This includes recess and other school-based outdoor activities. With the temperatures rising we are sure this will be a welcomed change for students as they participate in outdoor activities. Wednesday, June 16, 2021 is the last student day of school. This will be a half day for all students. Please note that Kindergarten through fifth grade students will be in-person on that half day. All other grade levels will follow their hybrid (in person/remote) schedule on that day. School buildings will share further information. May 15, 2021 Dear Parents and Guardians, York Hospital will be hosting a Pfizer Covid-19 vaccine clinic for age-eligible students on Thursday, May 20th and Thursday, June 10th from 2:30 - 5:00 pm in the big gym at Noble High School. The Pfizer vaccine is a two dose series available for children ages 12+ authorized by the Food and Drug Administration under an Emergency Use Authorization. If you are interested in signing your child up for this optional vaccine, please review the attached documents and bring the completed registration form on each day of the clinic (a new form will be needed on each vaccination day). Paper copies will be made available at the Noble Health Center if you would like your student to bring one home ahead of time. Please park in the "B" or "C" Parking lot and enter the school through the athletic wing on the day of the clinics. If your child participates in this clinic, or has already received their two doses of the covid-19 vaccine, providing a copy of their vaccine card to the school nurse will help when performing contact tracing in future covid cases in our schools. Once your child is "fully vaccinated" (14 days after their last dose), they will no longer need to be considered as a "close contact" and will not need to quarantine if exposed to Covid-19. MINUTES OF THE BOARD OF DIRECTORS’ MEETING OF APRIL 15, 2021 A meeting of the Board of Directors was held virtually in North Berwick, Maine on April 15, 2021 at 7:00 p.m. with all members present except Ms. Hopper and Ms. Manley. The student representative was absent. There was no audience. Public Input: none at this time Ms. Neubert made the motion and it was seconded by Ms. Hagenbuch that the Vote entitled, “Vote to Call and Approve the Warrants for the Budget Meeting and the Validation Referendum and to Authorize the Notice of Amounts Adopted,” be approved in form presented to this meeting and that a copy of said Vote be included with the minutes of this meeting. VOTE TO CALL A DISTRICT BUDGET REFERENDUM, CALL A PUBLIC HEARING, APPROVE THE REFERENDUM WARRANTS, AND APPROVE THE NOTICE OF PUBLIC HEARING Whereas, pursuant to Governor’s Executive Orders #8 and #8A FY20/21, the District budget meeting is suspended and replaced by a remote public hearing and the proposed budget submitted to referendum, and whereas the School Board has approved a proposed budget and other questions for submission to the voters of the District; now therefore be it VOTED: That the Warrants and Notices of Election for the District Budget Referendum presented to this meeting be approved, and that a District Budget Referendum be called for June 8, 2021 for the purpose of submitting the fiscal year 2021-2022 school budget and other fiscal matters to the voters of the District for approval, as set forth in the Warrants and Notices of Election; That the Notice of Public Hearing presented to this meeting be approved, and that a remote public hearing be called for May 20, 2021 for consideration of and comment on the fiscal year 2021-2022 school budget and other fiscal matters to be submitted to the District voters at the June 8, 2021 District Budget Referendum; and That the Warrants and Notices of Election and the Notice of Public Hearing shall each be signed by a majority of the School Board, and that such signatures may be made electronically, by execution of counterparts, or in person at the convenience of the members of the School Board. An incredible career of 48 years and the last 14 years at Noble High School. MINUTES OF THE BOARD OF DIRECTORS’ MEETING April 1, 2021 A meeting of the Board of Directors was held virtually and in person at Noble High School on April 1, 2021 at 7:30 pm, with all members present except Ms. Neubert, Ms. Corliss, Ms. Manly and Ms. Schaeffer. Ms. Mallett shared the public input statement. There was no public input at this time. Mr. Doiron made a motion and it was seconded by Ms. Hopper to approve the minutes of March 18th, 2021. All members voted in favor and the motion passed. Erin Kinsey, student representative shared with the board the feelings of the students regarding the addition of the extra in person day for the 9th graders. She felt that that was being welcomed. The upperclassmen felt a little like the extra 30 minutes per class on Thursday may be eaten up by routines, but did note that it might be beneficial. There is a lot of stress in the student body just in terms of looking at the amount of work still left to complete in the year and the compacting of the curriculum into one or two quarters. She felt that going into April break might allow for students to take a deep breath and see the end of the tunnel coming their way. Ms Denise Van Campen, Business Manager, reviewed the financial statements for January, February and March. Revenue and expenses are in line with the budget at this time. The board then held discussions regarding the budget and determining the last questions around finalizing. There was discussion of adding the 4th grade position that will allow ELKS to keep their numbers to a reasonable level. Ms Mallett noted that in a difficult year, everyone involved makes it smooth for the board to make decisions. Thank you for that. Draft calendar was shared and discussed. Ms Potter made the motion and it was seconded by Ms. Hagenbuch to accept the 21-22 calendar. All members voted in favor and the motion passed. Student attendance for the past week ran a low of 88% and a high 99%. Staff attendance seemed to be about the same between 93-97% attendance. Update on hiring a bus monitor who will be in the future working towards his CDL. We are always looking for drivers and custodians and educational technicians. April 5th is the start date for our middle school athletics. Currently we have the ability to have spectators for the spring sports with masking precautions in place. Students will also have to mask during competition at this time. Other: Ms. Mallett: What kind of communication to the 9th grade families and also out to the rest of the high school community. It is scheduled to go out tomorrow via messenger and then the teachers of the 9th grade teams will directly communicate with their students and families. The Assistant Superintendent updated the board on the Noble Middle School Virtual Academy. We are in the process of getting information out to families of students who will be in 6th, 7th and 8th for next year. We have hired our three teachers who will be overseeing the program. We have developed a flyer and a video to promote the program. Ms. Potter made the motion and it was seconded by Ms. Hagenbuch to adjourn. All members voted in favor and the motion passed. Workshop: 2021-22 Budget Review and Questions Mr. Doiron, vice chair, shared the public input statement. The Assistant Superintendent read the public input that had been posted on the public input form. The board then discussed with the high school the three plans for increased time for the high school students. Option #1 - Add (1) one in-person day for grade 9 on Wednesdays. Mr. Doiron asked about cases of Covid in the district in terms of numbers for staff vs. number of students who have been positively diagnosed. UP TO DATE as of today (March 25): 33 staff and 64 students. May 8, 2021 Good Afternoon, This notification contains information for families with students in Kindergarten through fifth grade. Earlier this week, we sent a letter to you explaining that we were exploring the feasibility of increasing the elementary student day. This effort was in keeping with the District’s goal of bringing students back to as much in-person learning as possible We indicated that we would keep everyone up to date if a plan actually became possible and able to be implemented. Unfortunately, we learned that many of you received some partial information from students or by other means regarding what we were exploring. That was unfortunate and we are sorry it occurred as our effort all year has been to communicate all information to you in a timely and accurate manner. In that regard, we hope that this communication will clarify the situation by providing clear and accurate information to everyone. Based on many factors, including the amount of the time remaining in the school year and the impact on all schedules, we have concluded that the current elementary schedule will not change and will remain as it is for the remainder of the school year. We want you to know that our goal, as a District, is to fully open K-12 in-person learning this fall. More communication in this regard will be forthcoming. As always, thank you for your support. May 4, 2021 Dear Parents/Guardians of Kindergarten through Fifth Graders: This letter is being written to relay some updated information. We are in the midst of a very busy part of the school year. There are increased amounts of state driven and district assessments that typically occur during this time of the year. In response to that, and given the fact that transportation has been stable and the weather is more conducive to outdoor lessons and activities, we are looking at potentially shifting the elementary start time to allow a bit more time to assess students without compromising daily lessons in the literacy, math, and the content areas. There are several details we are still working through but we wanted to provide this update.
