School meals are an important part of a child’s day and those meals give them the energy they need to get through the entire school day! “YOU CAN’T TEACH A HUNGRY CHILD” Breakfast and Lunch Menus are updated monthly. Additional snacks, drinks, and meal add-ons can be purchased with an online meal account via My School Bucks. For more information, please visit our My School Bucks page. Meals are Free! Both Breakfast and Lunch -school meals are free to all students in all grades. MSAD #60 serves school meals that meet tough new federal nutrition standards, ensuring that meals are healthy and well-balanced and provide students with all the nutrition they need to succeed at school. School meals offer students milk, fruits and vegetables, proteins, and grains, and they must meet strict limits for saturated fat and portion size. Age-appropriate calorie limits We offer a wide variety of fruits & vegetables including locally sourced options! Fat-free or 1% milk We’re always working to offer MSAD #60 students healthier and tastier choices. School meals are a great value and a huge convenience for busy families. One school breakfast and lunch is free of charge to a student. Any additional items do cost money, such as second entrees and a la carte items To see our menus please click on the MENU link at the start of this page The entire School Nutrition Staff works hard to offer the kids healthy choices they’ll enjoy. School Meal Choices are Endless! We have a variety of meal options at each school beyond the hot lunch option on the menu. If your student has any special requests please let the School Nutrition Staff know and they would be happy to accommodate as best possible! How to make a lunch 5 items will be offered, a student must select a minimum of 3. They can choose: 1 milk 1 fruit and/or 1 vegetable 1 grain 1 meat/protein For example – choose milk, mixed fruit and/or salad bar, chicken burger, or slice of pizza. All other items such as – baked goods/desserts, baked chips, cereal or granola bars, ice cream, fruit snacks, large juices & milk, etc. are all charged as separate items and cost extra. What about Breakfast? Research shows that students who skip breakfast have shorter attention spans and don’t do as well on tests. Make sure your youngster gets up in time to have a nutritious breakfast either at home or at school. Did you know that your child’s school serves breakfast every day? We offer a variety of nutritious breakfast meals each day. There’s something for everyone and most of our breakfast items can even be saved for snack time! What is the role of the Board of Directors? What is the role of the Superintendent? Under Maine law, every school district is run by a Board of Directors. The Board is empowered and charged with setting the policies for the district, setting the budget for the district, and hiring a Superintendent to implement the Board’s policies and run the day-to-day operations of the schools. Together, the Board and Superintendent oversee the mission, vision, and values of the district. The Board functions like the Board of Directors of a corporation, setting the educational goals of the district and evaluating the progress of the district and the performance of the Superintendent. The Superintendent functions like the chief executive officer or president of a corporation, making sure the schools are running properly and making satisfactory progress toward achieving the goals set by the Board. The Board evaluates the Superintendent’s performance each year; if the Board is dissatisfied with the Superintendent’s performance, then the Board can fire the Superintendent. Only the Superintendent reports to the Board. All school staff, including the teachers, ultimately report to the Superintendent. Only the Superintendent can initiate the hiring and firing of staff; the Board can only review and approve or disapprove the Superintendent’s actions. Only the Superintendent can decide to delay or cancel school, assign duties to teachers and staff, and direct the maintenance of the school facilities; the Board does not make any of these operational decisions. The Board sets the policies and monitors the performance of the Superintendent. Members of the Board have authority only when acting as a Board legally in session. The Board shall not be bound in any way by an action or statement of an individual member except when such statement or action is in pursuance of specific instructions from the Board. Role of the Board Public Concerns & Complaints Parents, students or other citizens with complaints or concerns regarding any aspect of MSAD #60 or an employee thereof shall be encouraged to seek a resolution at the lowest possible level. The only exceptions are complaints that concern School Board actions or operations. Such complaints should be addressed to the Board Chair. At all levels of the complaint process, school employees are required to inform the person making the complaint of his/her right to appeal a decision. Some decisions however, may not be applied to different levels (i.e. class /team placement). If the complaint cannot be resolved at the lowest level, the person initiating the complaint may appeal the decision to the next level (i.e., Supervisor of Buildings, Grounds & Transportation, Principal, Special Education Director, Assistant Superintendent). This guide shall not be utilized by employees for matters or grievances relating to any term or condition of their employment. Such matters shall be addressed through established channels for grievances. The Board of Directors desires to hear the viewpoints of the District’s citizens, and therefore, typically provides a Public Input item on its agenda for this purpose. To enable the public to make statements to the Board in an orderly and efficient manner, the Board has adopted the following rules for Public Input: Public Input is the only time provided in the agenda when members of the public may speak before the Board, subject to the limitations herein and the Chairperson’s authority over the meeting. The Chairperson may, at his or her sole discretion, allow a member of the public to speak outside of Public Input. If a group wishes to be heard under Public Input, it must be represented by a spokesperson. The Chairperson can decide if anyone else can speak for the group. When recognized by the Chairperson, the speaker will stand, give his/her name, and state the reason for speaking. The recognized person will then have five minutes in which to make a statement to the Board. The statement must be factual to the best knowledge of the speaker, to the point, and delivered in an orderly and respectful manner. Public Input is not for debate with Board of Directors. The Chairperson will decide whether a statement is appropriate for Public Input. The Chairperson has the power to withdraw recognition of a speaker, if the Chairperson determines a statement is inappropriate for Public Input. Statements concerning subject matter that falls under the law regarding Executive Sessions (for example, matters involving personnel, contract negotiations, or that could cause public embarrassment for an individual or group) cannot be made during Public Input. Such statements must first be brought to the Chairperson or Superintendent privately. Public Participation Policy It is the policy of this school system not to discriminate in educational programs, activities, or employment practices based on race, national origin, religion, sex, sexual orientation, age, or handicapping conditions under the provisions of Title VI and IX of the 1972 Educational Amendments, Sections 504 of the Rehabilitation Act of 1973, the Individuals with Disability Education Act of 1990, and the Americans with Disabilities Act of 1990.     Report Fraud, Waste, and Abuse As a recipient of federal grant funds, MSAD #60 is required to annually notify our employees of their responsibility to report fraud. Please use the contact information below to report any suspected fraud to the US Department of Education Office of Inspector General. In addition, this information is posted in each building and on the district website. Any suspected fraud should also be reported to the superintendents or the business manager for further investigation. The Office of Inspector General Hotline is available for anyone who knows of or suspects fraud, waste, abuse, mismanagement, or violations of laws and regulations involving U.S. Department of Education funds or programs. This includes allegations of suspected wrongdoing by Department employees, contractors, grantees, schools and school officials, persons in positions of trust involving Department funds or programs, collection agencies, recipients of student financial assistance, or lending institutions.   • Literacy Intervention | MSAD #60

    What is RTI? RTI stands for Response to Intervention. It is a systematic and data-based method used to identify, define, and address students' academic difficulties in the general education setting. A student that is receiving Tier 2 or Tier 3 support is considered to be a Title 1 student. This means that student support is funded through the Title 1 grant. Students may receive this added support either from an interventionist or from an educational technician. What is Title 1? Title 1 is a federally funded program designed to help children in need of support in the areas of reading and/or math. A student is identified for support based on district assessment, individual testing and teacher referral. The student information is discussed by the RTI (Response to Intervention) team, and the child is placed in the appropriate tier and program that would best meet their needs. Title 1 funds are used to support the Response to Intervention process in our district. If possible, additional classroom support is provided during literacy block and Everyday Math instructional time by a Title 1 educational technician that is assigned to that classroom. During the school day, students receive additional instruction in either reading or math at a scheduled intervention block. Students are tested at regular intervals throughout the year to determine the amount of progress being made. If a child is functioning at grade level, they are discontinued from Title 1 services. Helping your Child Parents are essential to their child's success in school. Here are some things you can do to help your child at home: Communicate with your child on a regular basis. Read to and with your child every day. Ask your child about his/her school day. Monitor and help with reading and math homework. Have a routine for your child to follow on school nights. Provide an appropriate space for them to work. Make full day attendance a priority. Be involved in your school community. Families can conveniently make payments for yearbooks, activity fees, school nutrition accounts, field trips, and school events, all in one place. This system provides a secure and efficient way to manage school-related expenses, helping to eliminate the need for cash or checks. With My School Bucks, parents can create an account, track transactions, and set up automatic payments or low-balance alerts for nutrition accounts. This ensures timely payments and helps avoid interruptions in services. The platform is accessible via a website or mobile app, making it easy for families to stay organized and up-to-date with their child's school needs. Get started at www.myschoolbucks.com. REFUNDS: MSAD #60 cannot process refunds for online charges directly back to a credit card as we do not save or store any credit card information. If a refund is approved, it will be issued via check. FUNDS ADDED TO MEAL ACCOUNTS: Funds added to meal accounts are designated exclusively for the student they were intended for and cannot be transferred to another student. Additionally, these funds cannot be applied to other online fees or products offered by MSAD #60 through MySchoolBucks. Meal account funds are strictly reserved for meal purchases and are managed separately from other MySchoolBucks transactions. Online Meal Accounts Did you know that you can access your child’s account by registering through the MySchoolBucks.com? Click this link and you can make payments and monitor what they’ve been eating! There’s all kinds of other information available too – resources for good nutrition, tools for making healthy choices, etc. MySchoolBucks brings it all together and makes healthy eating easier for children and their parents! To register you’ll need their 7 digit school id # – to get this number, please call your child’s school or the School Nutrition Office at 676-2234,ext. 5 or email – julie.downs@msad60.org School district staff can also take advantage of this service PLEASE NOTE: Once you register, it does take some time to process so you will not be able to see your account info immediately. You can also register without actually putting money on your child’s account. By registering it gives you the option to look at their account to see what they’ve been eating, put money on their account, or both. How Meal Accounts Work Each child is assigned a 7 digit id number when they are first registered in the district. The last 4 digits of this number is the number they will key into the pin pad at the cash register to access their meal account. The cashier can also look up their account by last name. Once a child accesses his/her account, the cashier charges the account for items purchased. If a child’s balance begins to get low, you will receive a note or automated telephone call to remind you to send in more money (this applies only to grades K – 8). Important note: Please be assured that any children who are on free or reduced meals cannot be identified in the lunch line. All accounts are kept confidential. Special alert notes on accounts : We can place specialized notes on accounts that will pop up when the account is first accessed. For example – medical notes concerning allergies to milk, peanuts etc. Some parents find that their child is purchasing too many extras and can request a note that might say “no snacks allowed”, “lunch meals only”, etc. Parents can request an account note by sending in a note to the school’s kitchen manager or by calling the School Nutrition Office. Seniors who are graduating are encouraged to use up their balances. Refunds on accounts can be requested with a written note from a parent/guardian including the name the check that needs to be made out to and a mailing address. ATTENTION SENIORS: Please try to use up your meal account balance before your last day of school. If you have a balance remaining and would like a refund, please have a parent or guardian request it in writing to the School Nutrition Office at 676-2234, ext. 5. Charging Guidelines As the following charge policy is updated for the school year 2023-2024: As per the new Food Shaming Bill (SP0620, LD1684), a reimbursable meal will not be refused or taken away from a child. One reimbursable meal will be available per meal service time (breakfast and lunch) free of charge to all students. A student will not be allowed to purchase any a la carte items, such as snacks or second meals, that are not contributing to a reimbursable meal if there are not sufficient funds on a student’s account. We will not communicate to the student, per the law, any information regarding the balance on their account unless the child specifically asks. If a student attempts to purchase an a la carte item without sufficient funds, we can communicate to them that they do not have sufficient funds to purchase that item and they will be encouraged to get their one reimbursable meal. We will not refuse a meal to a child unless we have written documentation from a parent specifically requesting that no meals be served to their child.     Homeless Assistance Information MSAD #60 follows the provisions of the federal McKinney-Vento Homeless Assistance Act, which aims to minimize the educational disruptions experienced by homeless students. Under McKinney-Vento, homeless students are guaranteed the right to a free, appropriate, public education. When students become homeless, they can remain enrolled in the schools they have been attending, although they might no longer meet residency requirements. McKinney-Vento also guarantees homeless students the right to enroll in a public school even if they lack the typically required documents and immunizations. In addition, homeless students are guaranteed the transportation they need to attend school. According to McKinney-Vento, “homeless” can be defined as an individual who lacks a fixed, regular and adequate nighttime residence, including children and youth: Sharing housing due to loss of housing or economic hardship Living in motels, hotels, trailer parks or camping grounds due to lack of alternative adequate housing Living in emergency or transitional housing Abandoned in hospitals Awaiting foster care Having a primary nighttime residence that is a public or private place not designed for, or ordinarily used as, regular sleeping accommodations Living in cars, parks, public spaces, abandoned buildings, substandard housing, bus or train stations Migratory students meeting the descriptions above Assistant Superintendent Susan Austin is the homeless liaison for Noble.     ESEA Report Cards Maine DOE ESSA Dashboard Noble High School Noble Middle School Berwick North Berwick Lebanon Nationally, school districts are required to provide their communities with a report card of student progress in meeting the state standards. These standards require assessments in reading, mathematics, science, and writing. Currently, Maine uses the New England Common Assessment Program (NECAP) to assess and measure progress in Reading and Math for students in grades 3-8 and in Writing in grades 5 and 8. The Maine Education Assessment (MEA) is used to measure progress in Science in grades 5 and 8, and the Maine High School Assessment (MHSA) is used to measure progress in Science at grade 11. Maine is the only state nationwide that uses The College Board’s SAT at grade 11 to measure progress in Reading, Math, and Writing. All third-year students at Noble High School take the SAT. When you view the report card via the link below, you will find that each grade level includes a table that contains this data. The tables include two years of data along with a comparison to the State of Maine data to. It is important to note that although the NECAP is administered to students in grades 3 – 8 in the fall, those students are being assessed on the standards from the previous school year. For example, third grade students are assessed in October, but they are being assessed on the grade 2 learning standards in Math and Reading. Grade references pertain to the standards being assessed.     Special Education Student Records Parent Resources Staff Resources Same Goal Definitions Contact Us Services MSAD 60 is committed to identifying, evaluating, and supporting children within the district or attending private schools in the area who may qualify for special education services or accommodations. Eligible children include those with: Autism Deaf-blindness Developmental delay Emotional or behavioral disabilities Hearing impairments Intellectual disabilities Multiple disabilities Orthopedic impairments Other health impairments Specific learning disabilities Speech or language impairments Traumatic brain injuries Visual impairments If you believe your child may have a disability requiring special education services, or if you need more information, please contact your child’s teacher, principal, or the Special Education Department at (207) 676-2234 ext. 6. Student Records MSAD 60 maintains special education records for 10 years following a student’s graduation or exit from the school system. These records are securely stored during this period. At the end of the 10th year, in July, the records are permanently shredded to ensure confidentiality. If you wish to obtain copies of these records before they are destroyed, please contact the Special Education Department at (207) 676-2234 ext. 6. Definitions Special Education "Special Education" means specially designed instruction, at no cost to parents, to meet the unique needs of children with disabilities, as defined by the commissioner, including: (a) Instruction conducted in the classroom, in the home, in hospitals and institutions and in other settings; and (b) Instruction in physical education. (MSSR 20-A 7001.5) Individualized Education Plan The Individualized Education Plan (IEP) is a written document that describes the educational plan designed to meet your child's individual needs. Every child who receives special education must have an IEP. Evaluation An individual evaluation means any procedures, tests, or assessments, including observations, given individually to your child to find out whether he or she has a disability and/or to identify his or her special needs. The term does not include basic tests given to groups of children in a school, grade or class. Section 504 Section 504 is part of the federal Rehabilitation Act of 1973, which was enacted by Congress to combat discrimination against individuals with disabilities in services, programs and activities administered by any entity that received federal funds, including public schools. Adverse Effect Adverse effect/Adversely affects. The word “adverse” commonly means “harmful, impeding, obstructing, or detrimental.” To “adversely affect” means to have a negative impact that is more than a minor or transient hindrance, evidenced by findings and observations based on data sources and objective assessments with replicable results. An adverse effect on educational performance does not include a developmentally appropriate characteristic of age/grade peers in the general population.
